1. The Central African Republic has received funding from the French Development Agency (AFD) and the Central African Development Bank (BDEAC) and intends to allocate part of the funding for payments authorized under the Contract for the execution of the rehabilitation works of the Idriss DEBY ITNO Avenue in bituminous concrete in the city of Bangui.

2. This Notice of invitation to tender follows the General Procurement Notice published on 13 June 2016 in the daily newspapers "THE DEMOCRATIC", "L'HIRONDELLE", the website of the AFRICATIP network (http // africatip .net), United Nations Development Business (UNDB), dgMarket and the BDEAC portal.
3. The Director General of the Agency for Execution of Works of Public Interest in Central Africa (AGETIP CAF) invites eligible and qualified bidders to submit their bid in closed envelopes for the realization of rehabilitation works of Avenue Idriss DEBY ITNO in asphalt concrete in the city of Bangui. The works are grouped in a single batch distributed as follows:
Ø Sub-Lot 1 (Work on a HIMO approach);
Ø Sub-Lot 2 (mechanized works).

The period of work is twelve (12) calendar months.

4. The Invitation to Tender will be conducted in accordance with the tender procedures defined in the Funding Agreement and is open to all Bidders from countries that meet the eligibility criteria as defined in the Bidding Document. call for tenders.

5. 6. Qualification specifications include:

- The justification of compliance with Central African tax and administrative legislation;
- The justification of a turnover in construction work during the last five (05) years at least equal to one billion (1, 000, 000, 000) of F CFA;
- The possession of at least one experience of performing similar work;
- The justification of bank credit facilities covering a minimum amount of one billion (400, 000, 000) CFA Francs;


- The provision of the site of equipment and personnel essential for the execution of the work batch;
- The acceptance of the letter of commitment for the follow-up of the recommendations of the THIMO-RCA guide;
- The experience of two markets made in the last five years in a similar security risk zone;
- The possession of internal security management documents on mission and on the site;
- The availability of personnel within the company dedicated to safety topics.

The margin of preference of 7.5% for the benefit of national entrepreneurs or groupings of companies will not apply.

7. The complete bidding documents in English can be purchased by interested Bidders at the address below against payment of a non-refundable amount of Two Hundred Thousand (200, 000) CFA Francs.

8. Submissions must be submitted to the above address by Monday, October 15th at 1:00 pm local time. Electronic filings will not be accepted. Submissions submitted out of time will be rejected. The Submissions will be open on Monday 15th October at 14.00 local time in the presence of the Bidders wishing to attend.

9. Tenders must include two (2) Submission Guarantees:
Ø Sub-Lot 1 (Work on a HIMO approach): An amount of Ten Million (10, 000, 000) CFA francs or the equivalent amount in a freely convertible currency;
Ø Sub-Lot 2 (mechanized works): An amount of Twenty Million (20, 000, 000) CFA francs or the equivalent amount in a freely convertible currency.

10. Candidates will remain bound by their offer for a period of ninety (90) days from the deadline for the submission of tenders as specified in point 11.1 of the IC and the BDS.

11. A site visit of the works will be organized on Thursday 30 August 2018 for the Bidders, followed by an exchange meeting at AGETIP CAF. The departure of AGETIP CAF's General Management will take place at 9.30 am local time. A visit certificate will be issued for this purpose.
