Expression of Interest are invited for Rehabilitation of R14 Balti - Sarateni Road, km 26+600 - km 38+300 (Rehabilitation of R6 Chisinau-Orhei-Balti Road km 99+530 - km 111+230).

The Government of the Republic of Moldova intends using the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) towards the cost of the Moldova Road Sector Program where the construction supervision services are required.

The objective of the Construction Supervision services is to supervise the execution of the works and administer the contract through efficient and effective expertise, resulting in the issue of a Taking-over certificate and a Performance Certificate for the following Works Contracts within the budget and time defined in the project procurement plan.

Republican Road R14: Balti to Sarateni connects the city of Balti with the M2 Chisinau - Soroca road via Sîngerei. It forms part of primary route between Chi?in?u and B?l?i, the two largest cities in Moldova, providing significant regional and local connections.

The works are divided into two lots, which are to be performed concurrently and comprise:

Lot 1: The section starts at km 26+600, at the western access road to Singerei, and continues as the Singerei Bypass until the eastern access to Singerei at km 33+800. The section ends at km 38+300. Concerned road section also serves for the traffic heading to Floresti through Singerei via R18.

The principal elements of the Works comprise repairing and overlaying of the existing asphalt pavement and providing a third lane of carriageway along the whole length. Structural works include remedial works to a total of 4 bridges.

Lot 2: This section starts at Copaceni village at km 43+000 and extends to the M2 Chisinau - Soroca road junction at km 66+657, excluding the short section from km 61+000 to km 64+370 but including the 7 span Bridge at km 64+756. The principal elements of the Works comprise the overlaying of the existing asphalt pavement and providing a third lane of carriageway along the whole length. Structural works comprise remedial works to a total of 6 bridges.

The overall time for completion of the works under the Contract is 730 days. The Defect Notification Period is 365 days.

The Employer invites expressions of interest from suitably qualified firms who are interested in providing such assistance to the Employer to facilitate the timely and effective implementation of the Project by advising the Employer on the administration of the EBRD funded Contracts with due diligence and by carrying out the duties of the Engineer assigned to him in the Contracts which will be a re-measurement unit rate contract based on FIDIC Conditions of Contract for Construction, MDB Harmonized edition, 2010. The Consultant shall exercise the authority attributable to the Engineer, as specified in or necessarily implied from the Contracts, to ensure timely, satisfactory completion of the Works in accordance with the Contracts.

Assignment Start Date and Duration: The assignment is expected to start in May 2019 and last about 40 months, which includes 1 month for pre-Commencement activities, 24 months of works supervision, 12 months covering defects notification period and 3 months for the Performance Certificate issue and other closing activities.

In order to successfully implement the assignment, it is envisaged that the Consultant-s team will consist of the following experts:

1 (one) Quantity Surveyor

Also, the Consultant shall envisage the group of following non-key experts:

Funding Source: EBRD.

Eligibility: Procurement will be open for all the Consultants except those restricted in the EBRD-s list of ineligible entities. The proceeds of the loan shall not be used for the purpose of any payment to persons or entities or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations and the Client-s Country prohibitions, if such prohibitions are confirmed as acceptable by the Bank.
