COMPONENT: DIGITAL AND TECHNICAL SKILLS DEVELOPMENT FOR YOUTH BID NO.: JM-OPM-157771-CW-RFB (REHABILITATION OF THE MOUNT SALEM COMMUNITY CENTRE)
SELECTION METHOD: REQUEST FOR BIDS
1. The Government of Jamaica has received financing from the World Bank towards the cost of the Youth Employment in the Digital & Animation Industries Project and intends to apply part of the proceeds towards payments under the contract for the Rehabilitation of the Mount Salem Community Centre.
2. The Office of the Prime Minister now invites sealed Bids from eligible Bidders for the Rehabilitation of the Mount Salem Community Centre which include the proposed renovation and alteration of the existing concrete structure, inclusive of the extension of an existing space to be used for a computer lab complete with the installation concrete roof slab, electrical installation, solar system installation, air conditioning, and minor landscaping works.
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank-s “Procurement Regulations for IPF Borrowers” 2016 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from the Procurement Specialist, at email ibrdyedaip@opm.gov.jm, and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.
5. The bidding document, in English, will also be available upon the submission of a written request via link at Office of the Prime Minister-s website (www.opm.gov.jm).
6. Bids must be delivered to the address below on or before March 31, 2020 at 3:00 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders- designated representatives and anyone who chooses to attend at the address below on March 31, 2020 at 3:00 p.m.
7. All Bids must be accompanied by:
i. A valid Public Procurement Commission (PPC) Certificate in the category of Building Construction, minimum Grade 2.
ii. A valid Tax Compliance Certificate/Tax Compliance Letter
iii. A Completed and Signed Bid-Securing Declaration Form, in the form as prescribed in the tender document
A Pre-bid Meeting and Site Visit will be conducted on February 28, 2020.
The Pre-bid Meeting will commence at 11:00 a.m. at the Mount Salem Resource Centre, after which, a site visit will be facilitated at the Mount Salem Community Centre. All interested and potential bidders are encouraged to attend.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder-s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
