Tender Details

Tenders are invited for rehabilitation and extension of infrastructures of 6 (six) Vocational Training Establishments for the Ministry of Technical Education, Vocational Training, Employment and Labor.

1. The Ministry of Technical Education, Vocational Training, Employment and Labor has obtained funding from the French Development Agency to finance the project to improve training and integration in Agricultural Sector and Mines. It is expected that a portion of the sums granted under this financing will be used to make the payments provided for under the contracts for the rehabilitation and extension of infrastructures of eleven (11) Vocational Training Establishments in favor of Ministry of Technical Education, Vocational Training, Employment and Labor.
The tender notice for the recruitment of construction companies was sequenced in a first AAO for five (05) of the 11 establishments. This second call for tenders concerns the rehabilitation and extension works of the six (06) other Vocational Training Establishments targeted by this financing.
2. The Ministry of Technical Education, Vocational Training, Employment and Labor solicits closed bids from eligible bidders to carry out the rehabilitation and extension works of infrastructures divided into four (4) lots:
a. Lot 1: Rehabilitation and Extension of the National School of Agriculture and Livestock (ENAE) from Tolo to Mamou for a 9 month lead time;
b. Lot 2: Rehabilitation and Extension of the Macao ENAE and CAFPP-S for a 9 month lead time;
vs. Lot 3: Rehabilitation and Extension of the Vocational Training Center (CFP) and the Normal School of Teachers of Technical and Vocational Education (ENPETP) of Matoto for a period of execution of 8 months;
d. Lot 4: Rehabilitation and Extension of the Beyla Vocational Training Center (CFP) for an 8 month lead time.

The International Invitation to Tender will be held in accordance with the procedures of the French Development Agency.

3. 4. Interested bidders may obtain in digital format on a USB key the complete Tender File in French from the Public Procurement Division of said Ministry, against a non-refundable payment of 1, 500, 000 GNF (One Million Five Hundred Thousand Guinean francs), distributed as follows:

5. The Instructions to Bidders and the Administrative Clauses Book and General are those of the Type Documents of Procurement for Works of the French Development Agency.
6. Tenders must be submitted to the National Directorate of Public Procurement (DNMP) no later than 18 December 2019 at 10 am in paper and digital formats (PDF files). Tenders must include a bank guarantee of an amount equivalent to 3% of the estimated amount of the contract for the lots concerned.
The warranty remains valid for 28 days after the expiry of the validity period of the offer. Offers must remain valid for a period of 90 days from the date of submission of tenders.

8. Qualification requirements are:
