Assignment Description

Redesigning service delivery: integrating design-thinking into World Bank programs to accelerate impact on health outcomes

Background
In the quest for universal health coverage (UHC), the World Bank Health, Nutrition, and Population (HNP) Global Practice undertakes a wide array of analytical and advisory services, engages in strategic partnerships with partner institutions, and manages an active lending portfolio with client countries. However, UHC without quality health systems designed to meet the needs of the people they serve will be a pyrrhic victory, as improving health outcomes requires both improvements in who can access healthcare and the quality of the services they use. In moving away from a business as usual approach, the Service Delivery Team will support countries to meet their needs in redesigning three key areas of the health system for greater impact: expanding primary health care (PHC) to unreached populations, increasing access and utilization of quality reproductive, maternal, newborn, child and adolescent health and nutrition (RMNCAH-N) services, and better prevention, control, and monitoring of NCDs.

Often, system redesign involves creating and/or adapting innovations or new technologies to change or optimize service delivery models at scale. Developing and integrating effective, sustainable solutions at scale requires taking a systems thinking approach to holistically illuminate and assess the resulting effects between and across different areas of the health system. Health system redesign also requires working collaboratively with the end-user to offset top down approaches or solutions that may not effectively respond to the problem or match the context. For World Bank programs, this involves supporting operational teams and country clients with the integration of design-thinking (i.e. human centered design) into the operational cycle (which supports countries in designing and implementing World Bank programs).
Objective

The objective of this work is to tailor a design-thinking framework and methodology for application to the World Bank operational context. In championing these design principles, the Service Delivery Team aims to shift the approach from designing for the client to designing with the client. In so doing, the co-creation and implementation of novel solutions will more closely align with the country context and needs of our clients. This approach is essential because health systems can maximize impact on health outcomes if access, capacity and quality of care are suited for and generate trust among individuals and their communities.

Overview of requested services

The selected firm will work with the Service Delivery Innovation Team to support their redesigning health services agenda, with a primary focus on integrating a user-centric approach to improve the quality of service delivery for RMNCAH-N services within the context of World Bank operations. Specifically, the firm will help develop a set of clear, specific problem definitions that can be designed for in various contexts linked to service delivery as it applies to improving quality and uptake of services.

We envision defining problem statements in the following areas: frontline workers (e.g. how do we empower and build capacity of frontline workers to better serve the needs of their communities?) service access (how do we connect people/households to services when they need it and where they want it?); demand/utilization (how do we engage people on their health at home and in their communities?).

Strategic alignment
To achieve this vision, we seek submissions from innovative firms/organizations whose mission and approach are sufficiently aligned with those of the World Bank and our development partners. We seek to collaborate with an experienced firm/organization who can bring their vision and services to low- and middle-income country (LMIC) contexts; collaborate with LMIC governments, World Bank country teams, and internal and external content experts; and bring to life the experiences and needs of the individuals and communities for whom we aim to reach. This call for expressions of interest (EOI) welcomes the submission of preliminary pitch decks from qualified design firms to be evaluated through a competitive process.

How to reply
Interested firms/organizations should provide a logical, well-structured EOI consistent with the articulated vision and details provided in the terms of reference.
Firms should electronically submit their EOI as a PowerPoint presentation pitch deck. The presentation should be no longer than 10 slides containing the following content:
-Overview and understanding of the request
-Business case conveying the reasons your firm/organization is best suited for the work
-Proposed approach to undertake the assignment
-Summary of organizational qualifications (including past clients, countries/populations served, health contexts addressed, etc.). Supporting documentation of relevant experience may be attached as an annex.
-Organization and team composition including CVs of all key staff who will be engaged on the assignment attached as an annex
-Annotated visuals of end products representing relevant work products

The Service Delivery Team will use the EOI submissions to form a short-list of strategically aligned design firms with high potential to deliver on the terms of reference.
