Expression of Interest are invited for Recruitment of Technical Assistance within the Framework of the Implementation of the Adaptation of Cities to Climate Change Program (PAVICC).

1. This public call for expressions of interest follows the general public procurement notice n ° 0306. / PRMP / MCVDD / S-PRMP of February 11, 2020 published on the public procurement web portal www.marches-publics.bj ;
2. The Government of Benin has requested and obtained funding from the French Development Agency ("AFD"), for the implementation of the Adaptation of Cities to Climate Change Program (PAVICC), the purpose of which is to reduce vulnerability to climatic hazards and improvement of the living conditions of the populations of four (04) cities in the south of Benin, namely Cotonou, Sèmè-Podji, Comè and Bohicon.
In this context, the Ministry of the Living Environment and Sustainable Development intends to use part of the funding to make payments for consultant services for the technical assistance of the Program, with a view to strengthening the good governance of the PAVICC and ensuring the ownership on the part of the municipalities of all the activities implemented.
3. The Ministry of the Living Environment and Sustainable Development (MCVDD) invites Applicants to express their interest in providing the Services set out below:
- Permanent technical assistance in support of each of the municipalities targeted by the project. The purpose of this technical assistance is to support the municipalities in implementing the PAVICC as well as to strengthen their capacities, particularly in terms of taxation and management. Its purpose is to ensure ownership of the project by the four beneficiary municipalities and to trigger a dynamic of lasting change in terms of municipal management. This technical assistance will in particular be directed towards the operation and maintenance of the works carried out within the framework of the PAVICC as well as the strengthening of municipal services in matters of tax collection and management.
- Thematic and pearl technical assistance, making use of ad hoc expertise on specific subjects, according to the specific needs identified during the implementation of the program: resilience and climate change, landscaping, urban agriculture, gender, etc.
This Call for Expressions of Interest is addressed to Design Offices.
4. The eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for the award of contracts financed by AFD in foreign States", available online on the website of the AFD: http://www.afd.fr ;
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor can participate in several applications.
If the Candidate is formed into a Grouping, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,
or
- a letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Subcontractors.
The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.
Interested Applicants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have recent service references (dating back ten years at most) and similar.
The similarity of the references will be analyzed according to:
- The scale (in terms of cost, size or physical extent of the services, their complexity, and the methods / technologies used) of the markets;
- The nature of the Technical Assistance Services in terms of technical support, including in terms of social engineering, to large-scale urban development programs, in particular in direct support to African communities;
- Domain and technical expertise;
- From the geographic context: experiences in West Africa and in the language of the Client.
The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:
- Internal skills and availability in terms of technical support provided to experts located in the country;
- Correspondents / local partners.

5. The Ministry of the Living Environment and Sustainable Development (MCVDD) will draw up a shortlist of four (4) to six (6) maximum Applicants, preselected on the basis of the applications received, to which it will send the Request for Proposals for the implementation Services required. To be selected, the consultant will be chosen by the selection method based on quality and cost.

6. Expressions of interest must be written in French and in three (03) copies, one (01) original and two (02) copies marked as such. They must be accompanied by a letter of expression of interest duly signed by the candidate, and deposited at the address below:
