Tenders are invited for Recruitment Specialist Environmental / Social Planning for the evaluation of Proposals / Offers in the framework of Procurement Procurement Abidjan (ATP) by MCA- Ivory Coast.

The United States of America, through the Millennium Challenge Corporation ("MCC") and the Government of Côte d'Ivoire (the "Government") has signed a Millennium Challenge Account Support Compact for an approximate amount of five hundred and twenty-four million seven hundred and forty thousand US dollars ($ 524, 740, 000) ("MCC Funding") to promote poverty reduction and economic growth in Côte d'Ivoire, (the "Compact" ). 2. The purpose of the services of this Qualification Request is the establishment of panels of high level technical evaluators for the evaluation of proposals / offers that will result from the following selection processes:
• Recruitment of four (04) consultants senior technicians to the Executive Director Transport of MCA-CI;
• Recruitment of an Environmental and Social Activities Supervision Cabinet (ESOC) for the Abidjan Transport (ATP) project;
• Partner Institute: Competitive selection of a university, institute or partner program with experience and skills to support the establishment of an infrastructure management training program.

3. For the evaluation of the files mentioned above the following profiles are sought:

For a (01) Specialist Environmental / Social Planning:
The Environmental / Social Specialist will have a solid technical background and proven experience in the preparation of the ESIA, ESMP, SGES and the management of social and environmental aspects of major urban projects, based on the IFC Performance Standards. and operational procedures of the World Bank. The specialist must have a university degree (minimum level: Master's degree) in social sciences, environmental planning or other related fields. He / she must have at least 15 years of professional experience in developing countries (preferably West Africa), including at least two major projects in the last five years in the road and transport sector, preferably in a highly urbanized environment.
