Expression of Interest are invited for Recruitment of a Monitoring and Evaluation Manager for the Technical Secretariat of the Pilotage Committee of the 4 Projects and the 4 Projects of the Ida 18 Refugees.

1. Background
The World Bank has set up the IDA18 special window to support countries hosting large numbers
of refugees and provide a developing response for those specific situations where there is increased pressure due
to the influx of refugees. By construction, the IDA18 special window includes two forms of financing, namely financing
in the form of a grant and financing in the form of a credit. Funding in the form of a donation targets areas where the presence
of refugees puts strong economic and social pressure on the communities hosting these refugees.
At the same time, it supports refugees, host populations and displaced populations.
The Government of Cameroon has just received additional funding of a total amount
US $ 144 million of which about 48% is donation and 52% is credit at a highly concessional rate
as part of the IDA18 special window of the World Bank for the benefit of the following 4 projects: the Social Nets Project (PFS),
the National Participatory Development Program (PNDP) the Health System Performance Enhancement Project
Cameroon (PRPSS-C) and the Cameroon Education Reform Support Program (PAREC).
As for the social safety nets project, the grant funding is intended for the 4 regions of the Far North,
from the North, Adamawa and the East who have welcomed refugees and internally displaced persons. As for financing in the form
of credit, it is intended for the regions of North-West, South and South-West and the cities of Douala and Yaoundé.
The management of grant funding by the 4 projects must be done according to an integrated approach, the main lines of which include:
(i) common geographic targeting at the commune level, (ii) the provision of a set of integrated services,
including education, health, economic and social resilience for the benefit of host communities,
refugees and forced displaced persons, (iii) determining the anchoring of this package through a platform
of local development which must be inspired by the experiences of the 4 projects, (iv) the implementation of an approach
community community through the synergy of community committees and human resources
of each project, (v) a transversal focus on gender and early childhood issues and (vi) indicators
monitoring specific to each project but also joint to facilitate overall monitoring of activities.
The activities of the 4 IDA 18 Refugee Desk projects will be coordinated by the Steering Committee which has been set up
in place under the Partnership Agreement between the Government of Cameroon and the High Commission
of the United Nations for Refugees signed on October 4, 2016. This Steering Committee in which are represented
all actors working for refugees and host communities must meet once a year. He is assisted by a Technical Secretariat.
In addition, the integrated approach is reinforced by the fact that the four Projects have voluntarily decided
to work together in a concerted framework that will allow them to pool their efforts
to achieve the development objectives of the IDA 18 window for improving conditions
life of refugees and host populations. This consultation framework for the 04 Projects constitutes
a space for sharing and disseminating information on the implementation of each Project. It allows
also to put in coherence the intervention strategies at the level of the commune and to follow in a way
concerted common indicators for integrated management, etc. Consultation between the four Projects
will be done through the organization of concertation meetings which will be rotating from one Project to another
and whose frequency is monthly. For more efficiency, the Technical Secretariat and the consultation framework for
es 04 Projects will be supported by a monitoring and evaluation consultant.
The present call for applications aims to recruit a Monitoring-Evaluation Manager (CSR) of the Technical Secretariat,
who will be placed with the Steering Committee and responsible for coordinating the activities of the 04 IDA Guichet 18 Refugee Projects.

2. Consistency of the services
Placed under the authority of the Technical Secretariat of the Steering Committee of the 4 Projects and of the Coordinators of the four Projects, the consultant, with the support of the Responsible for Monitoring and Evaluation of the 04 Projects is responsible for:
For the Technical Secretariat:
- prepare the meetings of the Steering Committee and draw up the reports;
- ensure the implementation of the recommendations of the Steering Committee;
- ensure compliance with the monitoring indicators of the integrated approach;
- produce half-yearly reports on the implementation of the integrated approach;
- constitute, preserve and classify the documentation and the archives of the Technical Secretariat.
For the consultation framework:
- prepare the meetings of the consultation framework and draw up the reports;
- ensure that the recommendations of the consultation framework are implemented;
- ensure compliance with the monitoring indicators of the integrated approach;
- produce half-yearly reports on the implementation of the integrated approach;
- constitute, preserve and classify the documentation and archives of the consultation framework.

3. Participation and origin
The consultant will be responsible for:
- synthesize the half-yearly activity reports of the 4 Projects for all aspects relating to the integrated approach;
- participate in the centralization and analysis of the data collected by the different actors using the monitoring and evaluation software;
- regularly update the monitoring indicators for the activities of the 4 Projects as part of the integrated approach;
- ensure the accomplishment of any other task or mission which may be entrusted to it by the Technical Secretariat and / or the Coordinators of the four Projects.
- Ensure a monitoring and documentation role on the data collected relating to the refugee issue (reports and data from UNHCR, NGOs or other).

4. Financing
The workplace is Yaoundé, at the General Directorate of Cooperation of MINEPAT or at the headquarters of the Management Unit of one of the 4 beneficiary projects of the Guiche IDA 18 refugees (PNDP PRPSS-C, PFS or PAREC). Missions in the country can be organized as required.

5. Submission of tenders

6. Evaluation criteria
The evaluation criteria are as follows:
- Presentation of the file: 5 pts
- Main qualifications: 20 points;
- Professional experience: 65 points and
- Additional qualifications: 10 points.

NB: The minimum score required for the interview phase is seventy (70) points out of one hundred (100).
