Expression of Interest are invited for Recruitment of a Medium Term Consultant to support the work of the Division in Partnership and Mobilization of Resources.

Brief description of the Assignment: The Infrastructure Partnerships Division (PICU.3) operates under the Infrastructure and Urban Development Department (PICU) within the PIVP complex, and its activities are currently structured under two main pillars: (i) The NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF Special Fund), focused on the preparation of bankable infrastructure projects in energy, transport, ICT and water sectors, with the aim to make the projects prepared ready for investment and attractive for both private and public sectors; (ii) The Infrastructure Consortium for Africa (ICA), which is a Platform for Infrastructure knowledge and information sharing and infrastructural developments coordination.

It is worth noting that PICU.3 intends to establish a PPP Transaction Advisory Services (PPP TAS) Work Stream, which will lead the Bank’s provision of Infrastructure PPP TAS to African countries and regional Organizations in order to develop a robust and consolidated infrastructure PPP investment pipeline for the Bank.

The main objective of the assignment would be to support PICU.3’s work on partnerships and resource mobilization.

I. BACKGROUND

The Vice Presidency for Private Sector, Infrastructure and Industrialization (PIVP) is central to the African Development Bank’s mission of developing the private sector, improving infrastructure and accelerating industrialization. The complex main functions are to (i) strengthen the enabling environment for private sector (and financial sector) development conducive to inclusive growth and sustainable development, (ii) support the development of reliable and sustainable infrastructure, including cities and urban development, and (iii) place renewed emphasis on industrial and trade performance in support of structural transformation across Africa. The Complex leverages knowledge, co-financing, and partnerships to attract private capital and work with governments on delivering the Bank’s development agenda.

In support to the Division’s activities, the Bank seeks to engage a Consultant who will support PICU.3 to enhance partnerships and resource mobilization efforts.

II. DUTIES AND RESPONSIBILITIES

PICU.3 requires the services of a Medium-term Consultant –Partnership and Resource Mobilization. The Consultant should have practical hands on experience working with various partners (Public and private) and resource mobilization.

The Consultant will work under the general supervision of the PICU.3 Division Manager or his/her Designee. He/she is expected to carry out the following key duties/ responsibilities:

i. Provide expert advices on issues related to building and maintaining effective Partnerships on Infrastructure for Africa,

ii. Contribute to the coordination of the Infrastructure Partnership Initiatives to align with other development partners, to help reduce duplication of efforts and to help pool resources;

iii. Map the key donor stakeholders at regional and international levels, manage relationship with relevant contact persons, and maintain up-to-date records on priority partnership activities;

iv. Help to strengthen coordination and dialogue with development partners, beneficiaries, project financiers and developers, and other stakeholders on planning, policies, governance, and policy reforms in infrastructure project development and financing;

v. Organize and participate to outreach and resource mobilization events. Provide content support, and support deliberations and achievements of results.

vi. Identify and mobilize alternative financing sources for the work of the division (including additional development partners; contributions from African countries and institutions such as regional development banks, pension funds, trust funds, foundations among others);

vii. Propose innovative measures and modalities for enhanced resource and investment mobilization to support PICU.3 activities and projects;

viii. Support PICU.3 project teams in the identification of co-financing sources as well as in the preparation of well-articulated funding applications.

ix. Prepare briefs, papers, statements, speeches and various reports on issues related to the work of the Division as may be required and participate in conferences, workshops, mission and training seminars on issues related to project preparation, PPPs, knowledge generation and infrastructure financing in general;

x. Undertake other relevant tasks as may be assigned from time to time.

III. TIMELINE AND EXECUTION MODALITIES

Timeline: The assignment will be undertaken for a period of six months from February 2019.

Location: The location of the assignment is Abidjan, Cote d’Ivoire. However, in line with the on-going Bank restructuring and decentralization model, the Consultant may be assigned to operate from another Bank designated location other than Abidjan.

Travel: The assignment will entail travel for official duty as may be assigned from time to time. All travel will be done in line with Bank policies and procedures and the Consultant is required to strictly adhere to Bank travel rules. Equipment: The Bank will supply equipment (computer) to facilitate work for the long term and access to Bank systems (Baobab, SAP, BPPS etc.) as authorized by the manager and in line with Bank rules.

IV. REPORTING AND SUPERVISION
The Consultant will work under the overall supervision of the Manager, Infrastructure and
Partnership Division or an assigned designee as appropriate.
The consultancy requires regular full time presence in the Bank’s offices with provision
of 2 days of accrued leave per month.
V. QUALIFICATIONS AND EXPERIENCE
Required skills, knowledge and experience
• A minimum of a Master’s degree (PhD an advantage) or its equivalent in Business
Administration, International Relations, Communications or other related
discipline;
• A minimum of twelve (12) years of relevant professional experience including (i) 5
years in Partnerships, Resource Mobilization and/or Donor Relations (ii) specific
and sound knowledge of the Infrastructure sectors in Africa (iii) demonstrable
experience managing partnerships with a diverse range of stakeholders (iv)
experience in coordination of development activities;
• Proven ability to interact competently with Governments, RECs and other regional
and national organizations / institutions, donor agencies as well as private sector
on issues relating to aid coordination, development and financing;
• Proven ability to lead technical professional teams and utilize talent and expertise
of team members in a productive way to achieve desired objectives;
• Good networking skills and proven experience and track-record in dealing with
project sponsors, developers, financiers public and private sector stakeholders;
• Competence in the use of standard software applications (Word, Excel,
PowerPoint, Access);
• Excellent written and verbal communication skills in English and/or French. A
good working knowledge of the other language is an added advantage.
Desirable skills, knowledge and experience
• Prior experience working with the AfDB and/or other international development
organizations;
• Knowledge of socio-economic and environmental issues surrounding
infrastructure projects.
