The Government of Cameroon has obtained funding from the AFD (French Development Agency) for the 3rd C2D to finance the Agricultural and Agri-Food Products Processing and Processing Project (TRANSFAGRI) of around CFAF 4 billion in order to the operationalization of the National Inclusive Finance Strategy. This program aims to boost the agricultural and agri-food sectors through the development and sustainability of an ecosystem of services for the benefit of local economic actors (SMEs and GIC / Cooperatives) "and comprises 4 components:
- Component 1: Non-financial services to enterprises - in continuity with the Support Program for Small and Medium-sized Agricultural and Agribusiness Enterprises (SMEAA);
- Component 2: Business Financial Services: contribution to the operationalization of the SNFI to improve the access of agribusinesses to financial services.
- Component 3: Development of a sustainable vocational training system adapted to the needs of companies.
- Component 4: Support for coordination, monitoring and evaluation and the optimization of support to enterprises.
Each of these components has its own project management and has technical and financial autonomy while participating in the overall objective of improving the local value of agricultural products.

COMPONENT 2

Component 2 of TRANSFAGRI - Financial Services to Businesses - focuses on the financial inclusion of small and medium-sized agricultural and agribusiness enterprises (SMEAA). It consists in supporting the operationalization of the SNFI in its various strategic axes with a focus on the valorization of agricultural and agri-food products in coherence with the objectives of the TRANSFAGRI Program.
The present Project has a duration of four years and is carried by the Ministry in charge of Finance and implemented by the Implementation Unit of the Support Program for the National Strategy for Inclusive Finance as Master. and the French Development Agency (AFD) as implementing partner.
II- OBJECT OF THE NOTICE TO EXPRESSION OF INTEREST
The purpose of this International Notice of Appeal for Expressions of Interest is the prequalification of firms / consulting firms wishing to participate in the restricted international tender, concerning the establishment of technical assistance from of the Implementation Unit of the SNFI Support Program, to assist it technically in the implementation of the TRANSFAGRI - Component 2 program.
III- PARTICIPATION
Participation in this call for expressions of interest is open to any firm with proven expertise in the implementation of projects related to financial inclusion. For this purpose, Firms and / or Design Offices interested in this Notice of Call for Expressions of Interest must provide all information indicating their qualifications and references in similar services, as well as the appropriate documents attesting their experience in this area. field. Firms are encouraged to associate and form consortia, either as subcontractors or consortia insofar as the required expertise is varied and not necessarily covered by a single firm.
IV- FINANCING
The services, subject of this opinion, will be financed from C2D 3rd generation funds, in the framework of the assignment agreement N ° CCM 1443 signed on June 28, 2018 between the French Development Agency and the Republic of Cameroon.
V- CONSISTENCY OF BENEFITS
The purpose of the opinion is to recruit international technical assistance within the PASNFI Implementation Unit to contribute to the implementation of the TRANSFAGRI-Component 2- Financial Services for Business Program, by leading its technical execution and the achievement of the objectives and results of the Program.
The firm / consulting firm retained at the end of the restricted invitation to tender will be responsible for:

- the capitalization of the achievements of the Small and Medium-sized Agribusiness Support Program and other projects deemed relevant for the development of new financial products, support for agricultural value chains;
- support to the Implementation Unit in the management of the project "Component 2 TRANSFAGRI: Financial Services to Enterprises";
- technical monitoring of activities related to the selection and monitoring of innovative product development projects;
- support for the promotion of financial education for small and medium-sized agricultural and agri-food enterprises;
- support for securing and strengthening financial information through the tools of the National Credit Council and the Management Information Systems of partner microfinance institutions;
- Support for the establishment of a monitoring and evaluation mechanism
The technical assistance will be done with a logic to bring its experience internationally and transfer of know-how to local resources. Thus, work in pairs is planned as well as a degression of interventions in a "pearled" mode.
To this end, the recruited office or firm will be responsible for mobilizing (1) a permanent technical assistant and (3) three beaded mobilized technical assistants including a financial education expert, an information management system expert and an expert in the field of information management. monitoring and evaluation.
VI- ELIGIBILITY
The PA-SNFI Implementation Unit, Project Manager, invites the consulting firms to express their interest in providing the services described above.
- This call for expressions of interest is only addressed to consulting firms;
- The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website. www.afd.fr.
The subsequent call for tenders will be organized as soon as the shortlist is adopted and will lead to the selection of the consulting firm to carry out the above-mentioned services.
Groups with multiple cabinets are allowed. Candidates can only submit one application in their own name or in Grouping. If a Candidate (including the member of a Group) submits or participates in several applications, they will be eliminated. On the other hand, the same Subcontractor may participate in several applications.
VII- COMPOSITION OF RECORDS
This call for expressions of interest includes section 1 (administrative documents and section 2 (references of the consultant)

Section 1: Administrative Pieces
Interested consultants must attach to their file a declaration of expression of interest showing the company name, the address of the registered office, the proof of legal existence (commercial register or any other document in lieu), the certificate no bankruptcy established by the competent authority of the consultant`s domicile and the powers delegated to the signatories.
Section 2 - Consultant`s References
The consultant should present the design office (experience in sub-Saharan Africa, particularly in Cameroon and in the targeted areas) and indicate the services rendered during the last five years (either as the only company or as one of the main partners of a group), which best illustrate its qualifications. As such, they will justify that they have recent and similar service references.
The similar nature of the references will be analyzed according to:
- The size of the markets;
- The nature of the Services (the establishment of a project to support the development of microfinance, the elaboration of project implementation manuals, the manuals of procedures, the drafting of management tools for the system of monitoring and evaluation, training and sensitization of stakeholders, etc.)
- Domain and technical expertise (development of new products and financial services, support for agricultural value chains, financial education, security and strengthening of financial information)
- Geographical context
For each service contracted, it must indicate: the mission`s designation, the country and place, the specialized personnel provided by the design office (profiles), the name and address of the client or the client, the number of employees involved in the mission, the duration (start date and end date), the approximate financial value of the contract (in FCFA), the names of any associated consultants, the names of the team leaders (director or project coordinator, team leader), the project description, the description of the actual services rendered by the consultant`s staff.
VIII- FILING OF RECORDS
