The Government of the Union of the Comoros has received a grant from the African Development Fund (ADF) and the Transitional Support Facility (TFF) to strengthen the country's supply of electricity to a project. support to the energy sector and intends to use part of the sums granted under this grant to finance the contract of a specialist in environmental, social security and safety for the Central Management Unit of the Project (UCGP).

• Assist in the implementation of pre-construction activities for each project component in accordance with the ESMP;

• Contribute to the implementation of environmental management systems and occupational health and safety in accordance with international standards, in particular the ISO 14001 and OHSAS 18001 standards;

• Contribute to the definition of PASEC environmental, social and health and safety performance indicators;

• Ensure PASEC's environmental, social and security compliance with applicable national requirements and those of project funders;

• Ensure on-the-ground follow-up of the implementation of the ESMP and the RAP during the works and participate in the collection of all the data allowing the monitoring and evaluationof the environmental, social and security aspects of the project;

• Conduct and monitor the implementation of the stakeholder consultation and awareness program and ensure the diligent handling of all complaints in accordance with the ESMP. • Participate in and contribute to all capacity building activities of ESMP stakeholders;

• Contribute to the provisional and final acceptance of works in accordance with the environmental and social specifications of the various contracts / markets;

• Perform other tasks as requested by the hierarchy.

Under the authority and supervision of the PASEC National Coordinator, the Environmental and Security Specialist is responsible for executing the PASEC work program in the field of environmental and safety safeguards in accordance with national regulations and donor requirements. of funds.
