Tenders are invited for Recruitment of an International Consultant in Charge of the Development of the Master Plan of the Education Information and Management System (EMIS) of MEPSA.

The Government of the Republic of Congo has obtained a loan from the World Bank to finance the Project to Support the Improvement of the Educational System (PRAASED). The Project Coordination Unit proposes to use part of these funds to finance the recruitment of an international consultant in charge of developing the Master Plan for the Education Information and Management System (EMIS). 2- General objective of the mission:
The objective is to define a general policy of evolution of the information and digital systems for the national education in order to obtain references and orientations, to sit them in a context budgetary and human resources and to set specific goals for the coming years.

3- Mission of the Consultant:
The mission is to produce an IT Master Plan of the MEPSA, which will define the specificities of the equipment, the profiles of the resource persons necessary for the management of the system. The consultant will have to perform assignments at the following stages:
