The successive crises in CAR, which led to attrition of staff coupled with the difficulties of organizing recruitment, led the internal security forces to not only maintain the staff beyond the required retirement ages, but also to employ former retired officers to ensure continuity of service, resulting in the advanced aging of GUFs as indicated by the staff verification conducted since 2017 with the support of UNDP and from UNPOL.

Faced with this situation, the Ministry of the Interior has decided to set up a specific program to facilitate the imminent retirement of 450 police and gendarmes, including 287 police officers (in accordance with Decree No. 008 / MISPAT of 26 APRIL 2017), 163 gendarmes. Nevertheless, the salary arrears of those admitted to retirement may block this departure or may lead to demonstrations (as was the case in February 2017 with the FACA and gendarmes) and opposition to this program.

· Review the information on the records made in the retiree database;

· Put in place a manual of procedures to identify the different stages of the compensation payment process and the stakeholders (Ministry of the Interior, Ministry of Public Service)

· A manual of procedures detailing the overall process, and the key steps, the stakeholders at each stage, the key risks identified and proposed controls to be put in place to manage these risks

· Have at least proven experience of two assignments in auditing at the international level;

· Have a general knowledge of United Nations procedures;

· Knowledge of Central African legal and administrative context is an advantage.

The technical offer

The offer includes a methodological note to lead the mission. The latter will allow the panel to evaluate the consultant.

Detailed financial mission offer including daily honorary and perdiem posts;

· The duration of the mission including the submission of the final report is 30 calendar days.

The combined evaluation method will be used. The contract will be awarded to the individual consultant who submitted the bid evaluated as:

· compliant; and

· Having received the highest combined score according to the predefined weights of the technical and financial notes

"Compliant" can be defined as having fulfilled all the technical conditions required by the terms of reference.

Specific selection criteria:

* Weight of the technical criteria: 70%

* Weight of the financial criterion: 30%

Only applications with a score of at least 70 points in the technical evaluation will be considered eligible for the financial evaluation.

After checking the adequacy between the financial and technical proposals, each financial offer (F) will receive a financial score (NF) calculated by comparison with the lowest financial proposal (Fm) as follows: NF = 100 x Fm / F (F being the price of the financial proposal).

Finally, the proposals will then be ranked according to the weighted total score: Global Score = 0.7XNt + 0.3XNf. The Offer will be awarded in respect of the bid having obtained the highest total weighted score while taking into account UNDP general principles (cost and effectiveness).
