Tenders are invited for Recruitment of an International Consultant to Analyze the National System for Evaluating the Performance of the Education System and Summative Evaluations of the Congolese Education System.

1. The Government of the Republic of Congo in partnership with the World Bank is co-financing the Educational System Improvement Support Project (PRAASED) for a total amount
of US $ 70 million. Part of these funds will be used to finance the services of an international consultant in charge of analyzing the national system for evaluating the performance
of the education system and the summative evaluations of the Congolese education system.

2. On the basis of an analysis of what exists, the study aims to identify the strengths and weaknesses in the current national system of evaluation of the performance of the education system and that of the summative evaluations in order to set up a system. more relevant and effective evaluations.

3. The Consultant's mission will consist in:
• analyzing the existing national system for evaluating the performance of the education system (institutional and functional analysis);
• analyze the institutional and functional capacities of the Examinations and Competitions Directorate;
• conduct an in-depth analysis of the quality of the summative evaluations (CEPE, BEPC and LAC) including their design, organization and progress;
• to analyze the organization, the progress and the relevance of entrance exams for the universities at Concours (ENI, ENS, ), in connection with previous summative evaluations (BAC);
• analyze the use made of the results of the examinations and competitions (CEPE, BEPC and LAC) in relation to the process of learning and acquiring students' knowledge and skills;
• analyze the impact of the current centralized organization of the BEPC and the BAC (elaboration of the tests, organization, unfolding, corrections, publication of the results ...).

4. Consultant Profile: The Consultant will:
• Hold a minimum of a bachelor's degree in Education, Social Sciences or equivalent fields;
• have at least ten (10) years of experience in the analysis of national systems of national learning assessments;
• have at least five (5) years of experience in the organizational and functional analysis of national structures and / or devices for school assessments;
• have a proven track record of at least five (5) years in the analysis of summative evaluations (competitions, end-of-cycle exams);
• have at least a similar mission experience (produce certificates of performance of missions carried out in the analysis of evaluations in at least three countries);
• have a good knowledge of educational systems, particularly in French-speaking sub-Saharan Africa and Congo, an asset.

5. The selection method will be based on the guidelines for the selection and use of consultants by World Bank borrowers (Individual Consultants), revised version 2014.
