Tenders are invited for Recruitment of Independent Observers to Public Procurement Commissions Placed with Contracting Owners and Delegated Clients

The services consist in particular of attending each session of the Procurement Commission and sessions of the Bid Analysis Sub-Commissions for consultations where the cumulative amount of the lots is at least equal to fifty (50) million FCFA, with a view to in particular:
- examining the technical aspects of the documents received during meetings and work, verifying their consistency with the regulations governing the preparation, awarding, monitoring, control and execution of public contracts;
- assess the progress of the procedures by noting breaches of the standards in force including, where applicable, specific ones governing contracts on external financing, in particular the violation of the principles of good governance (influence peddling, conflicts of interest, corruption, etc.), freedom of access to public procurement, equal treatment of candidates, transparency of procedures, efficiency and integrity;
- contribute to compliance with the regulations and promote better decision-making by the competent authorities by highlighting the inconsistencies detected in the documents of the consultation and presented in the reports that it will draft;
- to transmit to the competent authorities an observation report, within seventy-two (72) hours following the end of each session or session, which must highlight the inconsistencies detected
