Expression of Interest are invited for Recruitment of a Firm for Training in Public Policy Evaluation Followed by a Public Policy Evaluation.

1. The Republic of Côte d`Ivoire has obtained funds under the Debt Reduction and Development Contract (C2D) signed between France and Côte d`Ivoire and managed, side French, by the French Development Agency (AFD), and intends to use part of these funds to make payments under the Contract for the provision of services in order to carry out training and support activities the evaluation of public policies.

2. By this notice of expression of interest, the C2D Technical Secretariat (ST-C2D) wishes to constitute a shortlist of candidates who will be put in competition. The ST-C2D will draw up a shortlist of six (06) candidates maximum, preselected on the basis of the evaluation of the applications received, to which it will send the Request for Proposals for the performance of the Services required.

3. ST-C2D invites candidates to express their interest in providing the Services described below.

The general objective of the consultant`s mission is to (i) strengthen the capacities of those involved in the control of the General State Inspection (IGE) and of the General Inspectorates of Ministries (IGM) and (ii) to support the `IGE in the evaluation of a public policy.
Specifically, the team from the firm or the design office is expected to:

1. Train the IGE inspectors and designated IGM inspectors, in the context of one or more workshops in plenary:

- to evaluation techniques by favoring the most innovative and in the light of international standards and responding to the missions of the IGE (internal control of the administration, evaluation of public policies, diagnosis of the governance of public establishments, state-owned companies and companies with majority public financial participation);

- the use of related tools and methods;

- to conduct public policy assessment missions in the field.

2. Train designated IGM inspectors to:

- capitalize on the training below via training as a trainer for the purpose of deploying knowledge within their IGM;

- develop a training plan to support deployment.

3. Accompany and support the inspectors of the IGE in the evaluation of public policies, in order to assess:

- the consistency of the objectives and the legal, human and financial means put in place to achieve these objectives;

- the relevance of the objectives with regard to the social issues which the public authorities wished to face;

- the effectiveness of the implementation of the various measures or actions making it possible to decline the implementation of public policy;

- the effectiveness of public policy, to determine to what extent the effects of the policy are consistent with the assigned objectives;

- efficiency, to determine if the financial resources mobilized by the policy have been used and if the results of this policy are commensurate with the allocation of financial resources, and

- the impact of public policy, to determine the overall consequences of politics within Ivorian society.
