DEMONSTRATION OF INTEREST NOTICE N ° 004/ 2019 / OTR / CG / PAGFI / UEP / RPM FOR THE RECRUITMENT OF A FIRM RESPONSIBLE FOR EVALUATION AND UPDATE OF DIRECT SCHEME OF THE OTR INFORMATION SYSTEM

1. The Government of the Togolese Republic has received funding under the Transition Support Facility (TAF) through the African Development Bank of the African Development Bank Group to cover the cost of the African Development Bank Support Project. Taxation Governance (PAGFI), and intends to use part of the sums granted under this Grant to finance the Cabinet contract for the evaluation and updating of the Master Plan of the Information System of OTR.

2. Services under this contract include: (i) Evaluating the current SDSI implementation level by highlighting strengths and weaknesses and proposing recommendations for the new SDSI; (ii) establish an accurate mapping of the OTR's IT department, including technical, business, functional, application, data, security, integration and organizational aspects; (iii) define the main axes of the strategy for the computerization and modernization of the RTO; (iv) propose an optimal organizational and governance framework for the IT system; (v) build a validated project portfolio aligned with the target; (iv) develop a new Master Plan for the OTR Information System for the period 2020 - 2022 .The maximum duration of the mission is four (4) months .

3. The Togolese Revenue Agency (OTR) acting as Executing Agency of the Project invites the Cabinets to submit their application to provide the services described above. Interested firms must provide information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified personnel, etc.). Cabinets can get together to increase their chances of qualification. Cabinets must provide the following administrative documents:

A: For Community applicants

i. One (1) copy of the Fiscal Registration Card or equivalent valid document;
ii. One (1) extract from the Trade and Credit Register (RCCM);
iii. One (1) certificate of non-bankruptcy dated to less than three (03) months;
iv. One (1) Tax holiday less than three (03) months old;
v. One (1) certificate from the Labor and Social Law Inspectorate (ITLS) less than three (03) months old;
vi. One (1) Social Release less than six (06) months old;
vii. One (1) certificate of payment of the parafiscal regulatory fee.

B: For foreign applicants

ii. One (1) extract from the Trade and Credit Register (RCCM);
ii. One (1) certificate of non-bankruptcy of less than three (03) months in the country of origin of the candidate;
iii. One (1) Certificate of payment of the parafiscal regulatory tax on previous contracts (as of September 2011).

4. The eligibility criteria, the shortlist and the selection procedure will be in accordance with the "Rules and Procedures for the use of Consultants" of the African Development Bank, Edition of May 2008 revised in July 2012, which are available on the Bank's website at http://www.afdb.org . The selection mode is the Quality and Cost Based Selection (SBQC).
