Despite the progress of the Security Sector Reform through flagship actions such as the opening of the police academy, the start of common basic and professional training, the integration of the police doctrine of proximity in certain localities, the creation and the progressive operationalization of the CLSPDs, the National Police and the ProtecCivil Affairs still have a poor image due to the unprofessional behavior of some agents, the weakness of its proximity to the population, the lack of speed and efficiency in the responses to citizens` problems, the persistence of snowshoes, the lack of clarity and communication about operations ..., yet she`s the firstSecurity force that is most in contact with the public in the context ofthe protection of people and their property. It is also to be seen at the level of the population, a certain rise in the incivism related to social, economic and social realities. the corollary, the destruction of public property, the defiance of the defense and security forces, thegreat banditry; thus projecting a negative image of the security services. This situation has a dangerous impact on the provision of security services. Beyond the image, the police services have an obvious need to strengthen the quality of service offered to the population in order to earn their respect. It is also important to anchor the culture of citizenshippopulations and the FDS, through awareness and training on the concepts of rights and dutiesand knowledge of the skills and missions assigned to the Police and Civil Protection, base of trust and good collaboration between them.
