The Government of the Central African Republic has received a grant from the African Development Bank Group (ADB) and the European Union to cover the cost of the Central Africa Fiber Optic Backbone (CAB) project, Component RCA, and intends to use part of the sums granted under this grant to finance the contract of a firm for the elaboration of a National Plan

Strategic (PNS) "Central African Digital 2025".

The overall objective of the CAB project is to contribute to:

? regional integration through the implementation of terrestrial fiber optic interconnections between Central African countries;

? reducing the high cost of telecommunications / ICTs on the business climate in the sub-region;

? job creation thanks to the catalytic effect of ICT in all sectors of activity;

? Expanding the production of goods and services for the advent of a digital industry in the sub-region.

The services provided under this contract consist in developing a real plan for the digital transformation of the Central African administration in order to put in place the application and analog bases of a communicating administration through, among other things: (i) the implementation National eGov infrastructure (Government intranet, national cloud, etc.), a government Internet portal, an interoperability, pooling and data management platform, development, integration and migration of sector information systems,

the implementation of an operational Open Data platform; (ii) the review of the legal and regulatory framework applicable to the regulation and protection of personal data, the right to information, etc. ; (iii) the establishment of an ecosystem conducive to innovation and digital governance.

In broad outline, the firm will have for mission to:

a) Analyze the existing to inquire about the current state of digitalization of the Central African administration in comparison with international references in eGov;

b) Develop a vision with a master plan for the development of an administration

(central, deconcentrated and local) electronic;

c) Develop a clear action plan with full feasibility studies of identified priority projects;and

d) Detail the required support measures in terms of governance, training, change management, communication, review of the legal, regulatory and institutional framework as well as an ecosystem conducive to innovation and digital governance.

The Ministry of Posts and Telecommunications (MPT) invites consultants to submit their applications to provide the services described above. Interested consultants should produce information on their ability and experience demonstrating that they are qualified for benefits
