The United Nations System in Senegal, through the Operations Management Team (OMT), has developed a strategy for operational activities (BOS) covering the period 2017-2018. BOS articulates the shared vision of UN agencies for five (5) key operational areas in support and implementation of the United Nations Development Assistance Framework (UNDAF) 2012-2018. Its operationalization was made in 2017-2018 through the implementation of operational activities and Action Plans of the 5 working groups set up for this purpose.

To ensure its coherence and alignment, the monitoring and evaluation mechanism of the 2017-2018 BOS is articulated with that of the UNDAF. Thus, it is easier to evaluate the contribution of the Operations Management Team of the UN to the achievement of results, namely: the harmonization of management practices and the mutual learning of good practices; operating expenses and the benefit of an optimal quality of services. As such, the indicators targeted for monitoring the BOS are defined through its effects over the period 2017-2018.

The 2017 Annual Work Plan (AWP) adopted at the last UNWTO retreat that integrates the monitoring and evaluation framework, describes the different levels of results and their main indicators (baseline and targets) that measure progress. made. Thus, in order to facilitate the follow-up of the implementation of the BOS, in accordance with the recommendations, a 2017 Annual Work Plan is prepared with indicators to better assess the progress towards the expected results.




Duties and Responsibilities

The main objective of the evaluation mission of the Business Operations Strategy (BOS) 2017-2018 is to assess the effects induced by the Operations Management Team (UNWTO) of the United Nations system in Senegal, in terms of management and conduct of operational activities. It aims to provide a clear assessment of the progress of the BOS, as a platform / instrument for collaboration, cooperation and synergy between all UN agencies. Finally, it must make it possible to capitalize on the lessons learned in order to help guide the development of the next BOS 2019-2023.

Specifically, the 2017-2018 BOS evaluation has the following objectives:

· To appreciate the BOS contribution within the United Nations system in Senegal in terms of harmonization of management practices and the mutual learning of good practices, the savings made in operating expenses over the period 2017 - 2018;

· Appreciate the coherence of the interventions of the United Nations agencies through their operations in the spirit of reforms and "Delivery as One" (DaO);

· Appreciate the relevance, effectiveness and efficiency of the implementation of the operations in relation to the expectations initially defined and their sustainability, in articulation with the priorities and the objectives;

· Appreciate the budgetary aspects as well as the financing mechanism of the BOS;

· Appreciate the functioning of the BOS Management / Monitoring mechanism as well as the joint mechanisms of implementation;

Required Skills and Experience

Education:

· A minimum of five years in international relations, political science, economics, international development, governance and public policy, social sciences, evaluation or any other relevant field related to the subject.

Experiences:

· At least 05 years experience in Program Evaluation;

· Very good knowledge of UNWTO and BOS;

· Proven experience in conducting BOS evaluations: At least three (03) BOS evaluation missions conducted

· Strong understandings of evaluation methodologies;

· Any similar experience in Senegal and in the West and Central Africa region will be considered an advantage;

Languages:

· Excellent written and oral communication skills in French and English.
