Expression of Interest are invited for Recruitment of Design Offices for the Project Management Missions for the Rehabilitation and Upgrading of the Regional Hospital Centers (CHR) of Bondoukou and Odienné and the General Hospitals (HG) of Tanda and Tengrela and rehabilitation and extension of the physicochemical and microbiological drug laboratory at the National Public Health Laboratory (LNSP) in Abidjan.

The Ministry of Health and Public Hygiene (MSHP) obtained funds under the Debt Reduction and Development Contract (C2D) between France and Côte d'Ivoire and managed, on the French side, by the Agency French Development Agency (AFD), and intends to use part of these funds to make payments under the contracts related to the project management missions for the rehabilitation and upgrading of Regional Hospital Centers (CHR). ) of Bondoukou and Odienné and the General Hospitals (HG) of Tanda and Tengrela and rehabilitation and extension of the physicochemical and microbiological drug laboratory at the National Public Health Laboratory (LNSP) in Abidjan.

The Services of the consultant will aim to make the inventory of fixtures and technical studies (preliminary draft, detailed preliminary design, environmental and social impact studies), to assist the project owner in the process of procurement and to monitor and control the above work.
The services will be subdivided into 3 missions as follows:

The Coordination Unit of the C2D Health Projects (UCP C2D Santé) invites the consultants to express their interest in provide the Services described above.

The award of the contract will be conducted through a restricted invitation to tender as defined in the Public Procurement Code in Article 56, and open to all eligible Applicants.

The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.

Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have recent and similar service references (provide the project files - see Annex 3 of the ToR).

If the consultant is constituted as a group, the expression of interest must include:
- a copy of the grouping agreement concluded by all its members
or
- a letter of intention to constitute a group in the event that its proposal would be retained, signed by all its members and accompanied by a copy of the proposed consortium agreement.

The consultant must enclose the signed and dated Declaration of Integrity (see appendix 2).

The similarity of the experiments will be analyzed according to the defined criteria, in particular:
- The size of the markets;
- The nature of the Services (programming studies, environmental studies, detailed technical studies, site monitoring and control);
- Domain and technical expertise (construction and rehabilitation of buildings for public use (ERP), construction and / or rehabilitation in the hospital field, hospital equipment);
- Geographic context (Sub-Saharan Africa or developing countries).

The Contracting Authority will also examine the relevance of the expressions of interest with regard to the following criterion:
- Correspondents / local partners.

The UCP C2D Santé will draw up a shortlist of up to six (06) candidates, shortlisted on the basis of the applications received, to whom it will send the Request for Proposals for the completion of the required Services.
