Tenders are invited for Recruitment of a Design Office for Project Management.

1. The Government of the Republic of Guinea has received funding from the Islamic Development Bank (IDB) to cover the cost of the Drinking Water Supply and Sanitation Project in the NZérékoré, Lola and Yomou Prefectures (PAEPA - NLY / 2 GUI 1007 and intends to use part of the sums granted to finance consultant services.These services include: Technical studies, implementation of drilling sites, preparation of detailed studies and DAO, Social intermediation, education sanitation of communities, formation of structures for municipal project management, management and maintenance of water points, control and supervision of works The time of realization of services is estimated at 36 months. 2. The Ministry of Energy and Hydraulics, through the National Water Points Service (SNAPE), invites eligible Consultants to apply for the services defined above. Interested consultants must provide information on their ability and experience to demonstrate that they are qualified for the services (documentation, benchmark of similar services, experience in comparable assignments, availability of adequate skills among their staff, etc.). Experience in the following areas or tasks will be considered a minimum requirement for the mission: i) completion of technical studies (APS, ODA) and development of bidding documents; ii) participation; the evaluation of tenders, (iii) the location of works,

The consultants may be candidates in the form of an association, validated by an agreement between the partners of the association, clearly indicating the type of association, ie a group of consultants, a form intermediary association or an intention to subcontract. 4. The criteria for preselecting a consulting firm are as follows:
a. the Consultant is considered eligible under the IDB Eligibility Rules;
b. the Consultant has a good professional reputation for maintaining a good working relationship with the client, or, in the case of a beneficiary country where the consulting industry is developing, the consultant has the references and the skills necessary for the accomplishment of his mission;
c. the past experience and performance of the Consultant in the field sought must be satisfactory;
d. the Consultant must not be in a conflict of interest.

5. Candidates may associate to strengthen their respective skills.

6. A number of six (06) to eight (08) consulting firms from IDB member countries will be retained upon completion of this Notice of Expression of Interest. A maximum of two (02) consulting firms will be retained per IDB member country.
The short-listed candidates will then be invited to submit their technical and financial proposals and a candidate will be selected on the basis of the
technical quality and the amount of the proposal (quality-cost selection).

7. Interested Consultants may obtain additional information at the address below and at the following times: Monday to Thursday from 10:00
to 15:00 GMT and Friday from 10:00 to 12:00 GMT.

8. Expressions of interest, marked "'Demonstration of interest in the project management of the Potable Water Supply and Sanitation Project in N'Zérékoré, Lola and Yomou Prefectures (PAEPA - NLY / 2 GUI 1007), must be in sealed envelope in three (3) copies (one original and two copies) at the same address below no later than January 28, 2019 at 10:00 GMT.
