Following the General Procurement Notice (AGPM) relating to this project published in the Journal Jeune Afrique Weekly International N ° 3021 from 02 to 08 December 2018 and in the National Daily Information of Mali (ESSOR n ° 18810) As of December 11, 2018, the Government of Mali has obtained funding from the Islamic Development Bank to cover the cost of the Sustainable Development Project for Pastoral Exploitation in the Sahel Mali (PDDEPS - Mali) and intends to use part of the sums granted to finance consultancy services responsible for the development of twenty (20) Management Plans for Pastoral Units or pastoral perimeters in the intervention area of ​​the Sustainable Development Project for Pastoral Exploitation in the Sahel Mali (PDDEPS- Mali).

The method used is selection based on Quality Cost limited to BIB member countries (SBQC / PM).

The services concern:
• Carrying out a joint diagnosis which will make it possible to estimate the pastoral resources and potential of the area;
• Estimate the numbers of livestock and their trends;
• Describe the farming systems and the importance of transhumance;
• Know the human and physical environment of the study area;
• Identify the actors (breeders, etc.) in the area;
• Identify the forms and levels of social, socio-economic or professional organization;
• Identify the activities carried out in the area;
• Evaluate the constraints and problems related to the development of livestock in the area;
• Know the management methods of natural resources;
• Identify the needs of the populations in terms of priority projects or actions;
• Use existing maps to establish an updated digital map of the area;
• Identify vegetation units and land use;
• Note the geographic coordinates of existing infrastructure, planned or to be installed;
• Analyze the main dynamics and constraints of development of the area;

• Develop management plans for pastoral zones which will prioritize development axes and propose actions aimed at:
o defining the organs of the pastoral zone involving stakeholders (riverside villages);
o improve the management of the area by establishing specifications defined with pastors and agro-pastoralists;
o support the beneficiaries of the project with a view to intensifying animal production;
o secure livestock activities in relation to the land issue.

The duration of execution of these services is estimated at twenty-four (24) months.

The Ministry of Livestock and Fisheries invites eligible design offices to apply for the services defined above.

Interested consultants must produce information on their capacities and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of adequate skills among their staff, etc.).

To this end, they must demonstrate that they meet the following criteria:
a) Have at least ten (10) years of professional experience in the fields of pastoralism, livestock development and animal production;
b) Qualification of offices in the field of services: having similar proven experience in the design of management plans for pastoral units or pastoral perimeters;
c) The technical organization and management of offices: organic framework and management of the company.

Consultants can apply in the form of an association, validated by an agreement between the partners of the association, clearly indicating the type of association, i.e. a group of consultants, an intermediate form of association or intention to subcontract. The selection will be made in accordance with the procedures stipulated in the Guidelines for the Use of Consultants in the context of projects financed by the Islamic Development Bank (May 2009 edition, revised in February 2012), available on the Bank`s website. at
