BACKGROUND AND RATIONALE In 2018, Togo adopted a national development plan (PND) for the 2018-2022 period after an inclusive and participatory process. Adopted by the Government on August 3, 2018 and officially launched by the Head of State, on March 4, 2019, the PND constitutes the national frame of reference for all development actions. heaims to structurally transform the economy for strong, sustainable, resilient, inclusive growth, creating decent jobs and inducing the improvement of social well-being. The PND is structured around three (03) major strategic axes namely: (i) set up a logistics hub of excellence and a first-rate business center in the sub-regionon, (ii) develop poles for agricultural, manufacturing and extractive industries transformation, (iii) consolidate social development and reinforce inclusion mechanisms. The PND is underpinned by a results framework that highlights the impacts, expected effects and outputs as well as indicators and targets. It is also part of rReference for monitoring the achievement of sustainable development objectives. The monitoring-evaluation tools developed by the Ministry of Development Planning and Cooperation since 2015, namely the monitoring-evaluation policy and the monitoring-evaluation manual are not yet well integrated into the national planning system. However, on notes at the sectoral level the operationalization of the monitoring and evaluation systems piloted by the ministries and institutions, at very different levels. by the Government in 2010 has not yet been revised to integrate the new paradigmdevelopment objectives (sustainable development objectives) and link to the PND monitoring and evaluation mechanism.
