Expression of Interest are invited for Recruitment of a Consultant for the Study of the Detailed Technical and Financial Plan of the Modern Region of Regional Transit and of a Single Regional Window in the UEMOA Area.

The WAEMU Commission benefited from a grant from the African Trade Fund (AfDB) administered by the African Development Bank (AfDB) to support the facilitation of transport and trade. This support is aligned with the principles of the WTO Trade Facilitation Agreement, which emphasizes the effective adoption of IT systems in trade and transport and, in general, policies promoted by international organizations working on these themes, namely: UNCTAD, WCO and ITC.

The Transport and Trade Facilitation Support Project (PAFTC) supports the Regional Transport Facilitation Program (PRFT), with its component on the harmonization and simplification of procedures, notably through the implementation of place of an efficient transit management system. The main expected results are as follows: (i) the detailed plans and technical specifications of the technical components of the Regional Transit Regime (RTR) are developed; (ii) stakeholders around TRR have joined through a participatory approach; (iii) the capacities of the main actors around TRR are strengthened.

The WAEMU Commission intends to use part of the sums granted under this grant to finance the consulting services contract to carry out the study of the detailed technical and financial plan of the modern regional transit system and a one-stop shop in the WAEMU area.

The services provided under this contract consist of drawing up the detailed plans and technical specifications of the future transit system as well as the sequences to follow for its implementation. Specifically, the consultant is expected to: (i) detailed plans and technical specifications of the technical components of the TRR, (ii) institutional and regulatory framework, (iii) financial arrangement and business plan. The services will take place on five (05) Corridors and the eight (08) WAEMU States. The total duration of benefits is four (04) calendar months. The start of services is scheduled for June 2019.

The WAEMU Commission invites the Consultants to apply for the services described above. Interested, eligible and qualified consultants must produce information on their ability and experience demonstrating that they are qualified for the services (documentation, benchmark of similar services, experience in comparable assignments,

availability of qualified personnel, etc.). Consultants can partner to increase their chances of qualification.

The criteria for shortlisting are: A) General experience in the transport sector in sub-Saharan Africa, B) Specific experience in conducting modern transit management studies over the last ten years, C) Availability of qualified staff (list, qualification, experience), D) Have at least one (1) experience in conducting detailed feasibility studies over the last ten years, E) Have at least experience in drafting legal texts in the regional environment.
