UNDP is a key partner of the Global Fund to Fight HIV / AIDS, Tuberculosis and Malaria (FG) and is the UN agency that assumes the role of Temporary Principal Recipient of the FG grant. In its role, UNDP ensures quality financial management, timely supply of supplies, and efficient monitoring and service delivery.NUD consists of implementing the grant, ensuring financial accountability and strengthening the capacity of national and international counterparts for program management and financial accountability. UNDP was requested by the JCC in Sao Tome and Principe to assume the role of Principal Recipient of the Integrated Grant to the three diseases for the period 2018-2020. The UNDP Office in Sao Tome and Principe has establisheda Program Management Unit (PMU) that is coordinating the implementation of the Global Fund Program and provides general guidance on Global Fund Rules and Procedures for all Sub-beneficiaries involved in the implementation of the Global Fund Program. Under the direct guidance and supervision of the Program CoordinatorGlobal Fund Unit / UNDP, the National Consultant will support the Global Fund / UNDP Unit to transfer Global Grant management to its national partners. Capacity Building is key to all UNDP programs to ensure that national systems able to perform key functions for the implementation of grants(FG, GAVI, UNFPA etc.), ie Programmatic Management (Activities), Financial Management, Monitoring and Evaluation. (M&E), Stock Acquisition and Management. Therefore, it is necessary to determine the optimum number of personnel required and the qualification for implementation, thus enabling adequate staffing in terms of knowledge and skill; structureappropriate duties, functions and responsibilities; HR development plans, assessment and strategies for staff retention and advancement.
