Recruitment of a Consultant Firm to carry out preparatory studies and prepare tender documents for the resumption of the academic activities of the Inter-African Higher School of Electricity (ESIE)

1-Association of Power Utilities of Africa (APUA) has received funding from the African Development Bank Group (AfDB) to cover the cost of the African Network of Centers of Excellence in Electricity (ANCEE) and intends to use part of the sums granted under this grant to finance preparatory studies and prepare tender documents for the resumption of academic activities of the Inter-African Higher School for Electricity (ESIE).

2- The services planned under this contract for the preparation of the resumption of the ESIE's academic activities for the re-opening 2020-2021 school year include:

? A technical and economic assessment of the different options available for resuming ESIE academic activities;

? An assessment of the works for the rehabilitation of the old site or the construction of a new site according to the option which will be chosen;

? An assessment of the equipment to be provided and installed in administrative and technical premises, classrooms, laboratories and specialized rooms;

? A study of the institutional and organizational framework, the development of the school's pedagogical models and the preparation of procedure manuals for the recruitment of teachers, technical staff and students;

? An assessment of the needs in terms of teachers, supervisory and management staff;

? A provisional economic and financial model for the future ESIE;

? A draft of the project implementation schedule.

? An assessment of the legal, financial and organizational implications of a partnership with the Institut National Polytechnique Félix Houphouët-Boigny (INPHB), including the analysis of the possibility of starting theoretical courses at the INPHB and doing some practical courses at the Bingerville site.

3- The Coordination Unit (UdC) invites specialized firms to submit their applications in order to provide the services described above. Interested consultants must provide information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of qualified personnel, etc.). Consultants can form associations to increase their chances of
qualification.
4- Eligibility criteria, short-listing and selection procedure will be in accordance with the
«Bank Rules and Procedures, May 2008 Edition, Revised in July 2012"; which are
available on the Bank's website at http://www.afdb.org. It should be noted that the interest
shown by a firm does not imply any obligation on the part of the Project to be select.
