Tender Details

CONTEXT The trend in the evolution of final energy consumption and its distribution reflect the level and dynamics of development of a country. Like the West African countries, Togo is characterized by low energy consumption estimated at 0.27 toe / capita, while the African average is 0.7 toe / capita and that of the world is 1.90toe / capita (DGE, 2018; IEA, 2013). In Togo, the energy sector is dominated by biomass-energy which represented 75.5% of the national energy balance in 2017. Hydrocarbons represent 18.9% and electricity 5.6% (DGE, 2018). The development of other forms of energy, notably renewable (solar, wind, modern bioenergy, etc.), remainst is embryonic but their potential remains very considerable. Despite the Togolese government`s efforts to supply the country with energy, access to electricity remains low with a rate of 40% in 2018 at the national level, including less than 10% in rural areas (DGE, 2019). Togo therefore faces enormous challenges in terms of achieving the goalUniversal access to electricity targets for 2030 as defined by the global initiative for "sustainable energy for all (SE4ALL)". However, Togo recognizes that access to electricity is a an essential element of its economic development and inclusive growth policy, and constitutes one of the major pillars which will enable the achievement ofits new National Development Plan (PND). The development of renewable energies is part of the measures taken by Togo to achieve its mitigation objectives registered in the CDN which aim at a reduction of 11.14% of greenhouse gases ( GHG) if current mitigation projects are implemented and -20% additional if additional fundses are mobilized and new projects implemented. To objectively and appropriately develop renewable energies and ensure their contribution to the reduction of GHGs, it is essential to know the different forms of renewable energy that can be developed in Togo, their potentials and the quantity of GHGs that their development pewould...
