Expression of Interest are invited for Recruitment of a Consultancy Services for Value Chain.

The Government of Cameroon has applied for financing from the Islamic Development Bank towards the cost of the Agriculture Infrastructure and value Chain Development Project, and intends to apply part of the proceeds for consultant services. The services include the conduct of in-depth socio-economic studies for the development of the value chain for key project area crops (oil palm, cocoa, cassava and rice). This follows the General Procurement Notice (GPN) Published in ‘JEUNE AFRIQUE’ No; 7955 of the 27th August 2017.

The Project Management Unit (PMU)of the Agriculture Infrastructure and Value Chain Development Project (AIVDP), on behalf of the Ministry of Agriculture and Rural Development (MINADER) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information, which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment:

• Elaboration of a value chain development strategy and a value chain business plan for key crop commodities (oil palm, cocoa, cassava & rice)and for main actors particularly producer’s organisations.
• Generation of sufficient information to identify the main opportunities and bottlenecks in the income generation and employment creation potentials of these commodities of the various agricultural production basins
• Institutional description of actors (producer’s organizations, marketing and trading export companies) that will participate in an AIVDP value chain development initiative. For farmer’s organizations: number of farmer’s involved, average annual production, projected production for the next 5 years. For processing organizations: estimated annual demand of raw produce, average price offer for raw produce, estimated employment to be created, type and quantities of product derivatives from processing. For marketing organizations: size, export experience, export readiness, development level.
• An over view of the main bottle necks along the export value chain that affect export to external markets (Sub-Region, Europe & North America, Asia others).
• An over view of opportunities for VCD, ie, real and existing opportunities that would;
ü help remove the above mentioned constraints/bottle necks
ü enhance the development of the VC
ü lead to significant growth in export
ü lead to a significant increase in the revenue of local producers
ü lead to a significant increase in jobs created in the value chain
• An assessment of which organizations are in the best position to eliminate current constraints/bottle necks and what role if any that they should/could play in the implementation of a VCD strategy within the implementation of the AIVDP. Such roles could be as Implementation Partners, Service Providers, Contractors, Beneficiary of capacity building/training activities, Financiers, Supervision/Control/Regulation, Assessors, etc.
• Identify main derivatives for key crops, appropriate processing equipment and marketing channels for the various commodities.
• Make an assessment of the risk that the expected results (outcomes) of an AIVDP sponsored initiative on VCD will not be achieved. Ensure answers are given for all bottlenecks. Are they critical? That is, will Project interventions fail to increase volume of trade and export, and producer’s income if the bottle necks are not dismantled as planned. Does the risk exist, and what is the probability that these bottlenecks will not be removed in the short/medium term?

Consultants may express interests in the forms of association, validated by an agreement among members of the association, which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.

A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank financing(current edition).
