Expression of Interest are invited for Recruitment of a Bureau of Programmists for the Study on the Referential and Programming of Penitentiary and Judicial Infrastructure.

The Ministry of Justice and Human Rights ( MJDH) of the Republic of Côte d'Ivoire has obtained funds under the Debt Reduction and Development Contract (C2D) between France and Côte d'Ivoire and managed, on the French side, by the French Development Agency ( AFD), to finance two projects to strengthen the judicial and penitentiary system and to promote and protect human rights in Côte d'Ivoire (the "C2D Justice Projects").
Under the C2D Justice Projects, the construction of:
i) the National Institute of Judicial Training (INFJ) in Yamoussoukro and the Continuing Training Center in Abidjan;
(ii) a new Miners Observation Center in Abidjan, Bingerville;
iii) new judicial and penitentiary infrastructures:
§ Bingerville Court of First Instance,
§ Daloa and Korhogo Courts of Appeal,
§ Guiglo Detention and Correction Center.
In the continuation of the realization of these six infrastructures and in order to anticipate the construction of the new judicial and penitentiary establishments in Côte d'Ivoire, the MJDH wishes to (i) elaborate a reference system of architectural programming allowing to facilitate the implementation of future operations and (ii) conduct a study of architectural and technical programming of the future "City of Commercial Justice" of Abidjan and the future "Judiciary City" of Yamoussoukro.
This study will be financed from the C2D Study and Pilot Fund (Assignment Agreement No. CCI 1349).
The MJDH invites the consultants to express their interest in providing the Services described below.
OBJECTIVES OF THE SERVICES
The Services of the Consultant will have the following objectives:
at. Based on the architectural program and the infrastructures realized for Guiglo's House of Arrest and Correction ("MAC"), the MJDH wants to define a repository and a typology of MACs and architectural and technical programs for each type of MAC. ;
b. Based on the architectural architecture program carried out for the Tribunal de Première Instance ("TPI") of Bingerville, the MJDH wants to define a referential and a typology of TPI and architectural and technical programs for each type of TPI;
c. As part of the development of commercial justice, the MJDH wishes to carry out a study of architectural and technical programming of the future "City of Commercial Justice" which will include a Commercial Court, a Commercial Court of Appeal and a Court of Justice. Arbitration on the same site in Abidjan;
d. To carry out a study of architectural programming of the future judicial city (CJ) of Yamoussoukro which will be carried out on the same site as the National Institute of Judicial Training. The CJ will include, a TPI, a Court of Appeal, the General Prosecutor's Office of the Supreme Court, the judicial archives of the MJDH and a library.
DESCRIPTION OF THE SERVICES REQUESTED
The Services will aim to develop the following studies by type of infrastructure:
- the pre-program;
- the functional program;
- the technical program;
- cost estimates.
DELIVERABLES
- Referential of MAC and TPI;
- Functional and technical programs of MAC and TPI by typology;
- functional and technical programs of the city commercial justice;
- Functional and technical programs of the judicial city of Yamoussoukro;
- Estimates of works and equipment.
TERMS OF SERVICE
The Services will be executed under the supervision of the C2D-Justice Project Coordination Unit (PCU). The PCU will make available to the Consultant, all the documents and information in its possession including programs already established.
The mission will be spread over a total duration of twenty (20) weeks beyond the validation period of the project management.
QUALIFICATION - EXPERIENCE
Interested candidates must demonstrate their skills and experience as an office of programmers or group of offices of programmers to perform the Services requested. As such, they will justify that they have references of recent services and of scale and of similar complexity. Experience in sub-Saharan Africa is an asset.
Interested candidates must hold a qualification in functional and technical programming as well as for cost evaluation (OPQTECC or OPQIBI) or equivalent.
COMPOSITION OF THE APPLICATION FILE
Interested candidates must submit an application file in French, in closed envelopes, in six (6) copies including one (1) original including:
- all relevant information related to the execution of similar assignments, with references (characteristics details of completed projects, purpose of assignments, names and contacts of customers, cost of completed projects, detailed description of services performed, years of achievements etc.). Applicants should not at this stage include legal documents, work methodology and resumes of human resources.
- If the candidate is grouped together, the expression of interest must include:
o a copy of the grouping agreement concluded by all its members, or
o a letter of intent to form a grouping in the event that its proposal is adopted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
- The Declaration of Integrity dated and signed. A breach will imply the rejection of the application.
The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr, or with the UCP C2D Justice on written request.
The MJDH will draw up a shortlist of up to six (06) candidates, pre-selected on the basis of the evaluation of the applications received, to whom it will send the Request for Proposals for the realization of the required Services.
