Expression of Interest are invited for Recruitment of A Load Charge of Project Accounts PERSIF.
Expressions of interest must be submitted by November 14, 2019 at 10:00 am local time.
1. The Republic of Guinea has received a grant from the African Development Bank Group (ADB) through the African Development Fund (ADF) and the African Rural Water and Sanitation Initiative (IAEAR) to cover costs of the Post Ebola Recovery Social Investment Fund project (PERSIF), and intends to use part of the sums granted under this Grant, to finance the contract for "the achievement of the mission of audit of the project accounts for the years ended 31/12/2019 (from January 2017 to 31/12/2019); 31/12/2020 and 31/12/2021.
2. The purpose of the services is to present a professional and independent opinion on the financial status of the project at the end of each fiscal year, as well as the funds received and the expenditures made during the period 2017 - 2021 in accordance with the financial statements of the project . When carrying out the audit, it will be particularly important to ensure that:
(a) all resources have been used in accordance with the terms of the grant agreement, for reasons of economy and efficiency, and only for the purposes for which they were provided.
(b) the goods and services financed have been awarded in accordance with the applicable provisions of the letter of financing agreement.
(d) all records, accounts and paperwork were kept for the different project operations. There should be clear relations of correspondence between the account books and the reports submitted to the ADB.
(e) the special account has been held in accordance with the applicable provisions of the financing agreement.
(f) The project accounts have been prepared on the basis of the systematic application of the relevant international accounting standards; they give a true and fair view of the financial position of the project at the end of the year as well as the resources received and the expenditures made during the year.
3. The Ministry of Social Action, Women`s Advocacy and Children invites interested audit firms to apply for the services described above. Audit firms must provide information on their ability and experience to demonstrate that they are qualified for the services (documentation, benchmark of similar services, experience in comparable assignments, availability of qualified personnel, etc.). Audit firms can partner to increase their chances of qualification. In the case of groupings of firms, the nationality to be taken into consideration in the evaluation will be that of the leader.
The audit firm concerned must be recognized nationally or regionally.
4. The eligibility criteria, the shortlist and the selection procedure will be in accordance with the "Rules and Procedures for the use of Consultants" of the African Development Bank, May 2008 edition as revised in July 2012, which are available on the Bank`s website at http://www.afdb.org.
5. The consultants will be evaluated on the basis of their general and specific experiences in the financial and accounting audit.
