Quotation are invited for Reception and Assistance to Victims of Trafficking in Temporary Accommodation Centers in Burundi.

The International Organization for Migration (hereinafter referred to as IOM ) proposes to
engage Implementing Partner Organizations for the Human Security Enhancement Project for
Communities Affected by Human Trafficking in Burundi and to assist to victims for whom this
Request for Quotation is published.

IOM invites the Implementing Partner Organizations to provide their Technical and Financial Proposal for the provision of the following services:

1. Receive victims of trafficking referred to the centers,

2. Provide protection and provide assistance to victims of trafficking.

The proposal should contain information about a.) Relevant range of services already provided,

b.) Qualification and experience of the relevant professionals and technical staff currently in office, c.) Background and experience of the firm in similar assignments, including a list of the main clients served and d.) Other relevant information. The Implementing Partner Organizations will be selected by the Bid Evaluation Committee (CEAO) on the basis of the Quality-Cost Selection procedures described in this Request for Quotation.

On the basis of the information above, the CEAO establishes the shortlist of implementing partner organizations. Only the shortlisted Implementing Partner Organizations will be invited to submit technical and financial proposals.

Section I - Instructions to Implementing Partner Organizations
1.Introduction
1.1 Only Implementing Partner Organizations may submit their Technical and Financial Proposals for
the required services. The Proposals form the basis of the contract negotiations leading to a
contract signed with the selected consulting firm.
1.2 Implementing Partner Organizations should be familiar with the local conditions they should
consider in preparing their proposals. Implementing Partner Organizations are invited to visit
IOM before submitting their proposals and attending a pre-proposal conference, if specified in
section 2.3. of these Instructions.
1.3 The costs of preparing proposals and negotiating the contract, including the visit (s) to IOM by the
Implementing Partner Organizations, are not reimbursable as the direct cost of the assignment.
1.4 Organizations implementing partners should not be committed to any assignment that would be in
conflict with their prior or current obligations vis-à-vis other entities, or place them in a position
that prevents them from being able to carry out the mission in the best interests of IOM.
