Tenders are invited for Realization of Technical and Design Studies Necessary for the Realization of the Program of Construction of Local Colleges, including the Environmental and Social Aspects as Well as the Supervision of the Execution of the Works.

1. The United States of America, through the Millennium Challenge Corporation ("MCC") and the Government of Côte d'Ivoire (the "Government") has signed a Millennium Challenge Account Support Compact for an approximate amount of five hundred and twenty-four million seven hundred and forty thousand US dollars ($ 524, 740, 000) ("MCC Funding") to promote poverty reduction and economic growth in Côte d'Ivoire, (the "Compact" ). MCA-Côte d'Ivoire intends to use a portion of the MCC Funding for eligible payments under the contract for which this Request for Proposal is being issued. All payments made by MCA-Côte d'Ivoire in accordance with the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and disbursement conditions of the MCC Funding. No party other than the Government and MCA-Côte d'Ivoire may avail themselves of the Compact or claim the proceeds of the MCC Funding. The Compact and its associated documents can be found on the MCC website (www.mcc.gov) and on the MCA-Côte d'Ivoire provisional website (http://www.cnpc-mcc.ci ).

2. The Compact program consists of two projects:
a. Skills for Employability and Productivity Project (Skills Project) which aims to increase the number of years of education and improve the acquisition of quality basic skills, including reading, math and computer skills. soft skills, for junior high school students; and to improve the acquisition of technical skills that meet the demand of the private productive sector and to increase the integration rates of graduates of technical and vocational education and training centers (TVET) supported by the Compact. ;
b. Abidjan Transportation Project (Transportation Project) aims to reduce vehicle operating costs and travel times on targeted road segments, while improving the overall mobility and safety of pedestrians and vehicles. The transport project will include investments in infrastructure and institutional strengthening to improve the flow of traffic and decongest a central corridor of the city connecting the Port of Abidjan to the North, West and East.


3. MCA-Côte d'Ivoire invites legally constituted consulting firms to submit the above-mentioned consultancy services proposals ("Proposals"). Further information is provided in the Terms of Reference incorporated in the Request for Proposals (RFP).

4. This RFP is open to all eligible entities ("Consultants") that wish to bid. Subject to the limitations set out in the Request for Proposals, consultants may partner with other consultants to maximize their ability to successfully carry out their mission.

5. The indeterminate quantity and performance contract ("IDIQ market") for the technical and design studies needed to carry out the community college construction program, including the environmental and social aspects as well as the supervision of the execution of the works, covers a period of five (5) years corresponding to the duration of the Compact MCA-Côte d'Ivoire.

6. In accordance with the provisions of the RFP, MCA-Côte d'Ivoire intends to award a maximum of ten (10) IDIQ Framework Contracts (under which Consultants will provide a wide range of services) for a period of sixty (60) months.

7. Consultants will be selected using the Quality Based Selection (SBQ) method, the evaluation procedure of which is described in the sections of the RFP in accordance with the "MCC Procurement Guidelines" available. on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include the review and verification of past qualifications and achievements, as well as a reference check, prior to contract award.

8. A pre-submission conference will be held on February 28, 2019 at 3:00 pm ET Abidjan Côte d'Ivoire.
