Tenders are invited for Realization of the Digital Platform Digital Africa.

This consultation concerns the realization of the Digital Africa digital platform. This consultation is launched according to an adapted procedure opened by virtue of Decree No. 2016-360 of March 25, 2016 and Ordinance No. 2015-899 of July 23, 2015 relating to public procurement. The consultation is not allotie. The contracting authority has decided not to launch the consultation in separate lots because the devolution in separate lots may render the performance of the services technically difficult or financially expensive. This is a tranche market pursuant to Article 77 of Decree No. 2016-360 of 25 March 2016 on public procurement. It includes a firm slice (Functional and technical design of the platform, Web Design and Layout, Development of functional modules listed in priority 1; Platform hosting; Operation and maintenance of the platform) and an optional slice (Development of the functional modules listed in priority 2 - Interoperability with other platforms - Adaptation of the functional modules of slice 1 according to the feedback of the users). No variant is allowed. The sums due to the incumbent (s) and to the possible subcontractor (s) of first rank (s) of the market, will be paid within a total delay of 30 days as from the date of receipt of the invoices or equivalent payment requests. The competitors' offers will be entirely written in French and expressed in EURO. If the competitors' offers are written in another language, they must be accompanied by a translation into French;
