N ° 00000002 / AAMI / MINFI / CTR of 12/10/2018 FOR THE REALIZATION OF THE MISSION CARTOGRAPHY / DIAGNOSIS OF EXISTING STRUCTURES AND INVOLVED IN THE PILOTAGE OF PUBLIC ESTABLISHMENTS AND CAMEROON PUBLIC ENTERPRISES

The purpose of this Notice of Appeal for Expressions of Interest issued by the Minister of Finance is to pre-select the consultants to participate in a limited tender for the recruitment of a firm of experts in charge of carry out a mission of mapping / diagnosis of existing structures and involved in the piloting of public institutions and public enterprises (EEP) of Cameroon.

1-Purpose of the Call for Expressions of Interest
The purpose of the mission is to provide an accurate and analytical view of the identity, roles and responsibilities as well as the links of the actors of steering, coordination, monitoring and control exercised by the State on the existence, the activity and functioning of the public institutions and the enterprises constituting the State portfolio. On the basis of the shortcomings identified, it is then a question of proposing one or more orientations making it possible to improve and optimize the existing institutional and organizational arrangements for piloting and monitoring EEPs, under the light of adapted practices. observed in other countries.
2-Participation
Participation in this Opinion is open to international and national consulting firms with:
- Proven experience and excellent references in organizational consulting and governance, steering and management of companies and public institutions.
3- Mission of the cabinet
The mission of the consultant will consist in:
- Carrying out a cartography of the existing structures, ie to register all the actors representing the State of Cameroon under its 3 main missions within the governance of the EEPs, namely: State shareholder, State-strategist, State-controller.
- Carry out a benchmark on other countries, in order to highlight other forms of organization of the governance structures of the EEPs set up by the authorities of technical and financial supervision.
- Propose detailed scenarios of organizational improvement (minimum 2), with regard to the diagnosis of what exists (1) and good practices identified in other countries (2).
4- Candidature file
Applicants interested in this Call for Expressions of Interest must provide the following documents in two (02) volumes:
A- Volume 1 (Administrative documents)

- a duly signed letter of expression of interest, dated and stamped at the rate in effect by the candidate - specifying the address;
- proof of the legal existence of the firm and the solidarity commitment form (in case of grouping);
- the copy of the current license, certified by the issuing service, or equivalent for foreigners;
- the original of the certificate of non-payment issued by the relevant tax office, or equivalent for foreigners;
- the original of the certificate of non-bankruptcy drawn up by the competent authority of the consultant's domicile dating from three (03) months from the date of submission of tenders;
- for the Cameroonian bidders, the original of the certificate of non-exclusion of the public contracts delivered by the Director General of the ARMP or by a person in charge.

B- Volume 2 (technical file)

i) list of the anticipated personnel

The candidate must have or undertake to hire before the start of the services, the necessary technical personnel necessary, namely:
- Senior Expert - Senior Expert in Governance of PEE, Graduated Bac +5 in Public Finance, Economics or Management of Organizations, with proven experience of 8 years minimum in the field of organizational consulting and governance of companies and public institutions. In addition, the expert must have completed at least 3 similar organizational diagnostic missions in a public setting. He should have knowledge of the OHADA business framework, governance of PIEs in other countries, including middle and emerging-income countries and the PFM framework.
The firm will provide the list of the anticipated staff, accompanied by the following documents, dated less than three (03) months:
- CV dated and signed by the concerned and defining his assignment;
- certified copy of the required diploma;
- certificate of presentation of the original diploma;
- certificate of availability signed on the honor by the expert concerned.

ii) Applicant's references

Firms will present in their references, services performed in similar projects.

NB: To be validated, each reference in service performed must be justified by the following:

- the copy of the extract of the contract including the pages of the description, the estimated details and signature of the contract. These documents must be clear and legible;

- the photocopy of the acceptance report or the certificate of performance issued by the Client or his services or the certificate of hand-raising of the performance bond.

5 - Duration of the mission
The mission will be carried out within a period of three (3) months.
6- Evaluation criteria
The aptitude of the candidates to execute satisfactorily the mission will be evaluated according to the following criteria:

i) Criteria eliminatory:
- Absence or non-conformity of an administrative piece;
- Falsified documents in the application file;
- Technical score less than 70 points / 100.
ii) Essential criteria:
- physical presentation of the offer 5 points
- experience and credentials of the candidate 20 points
- experience of the prospective staff 45 points
- understanding of the general terms of the assignment 20 points
- knowledge of the local context of the EEPs 10 points

Only the candidates totaling at the end of the evaluation at least one grade equal to 70/100 will be retained to participate in the Restricted Tender.
7- Period of validity of the files
The received files are considered valid for six (06) months as from the date fixed for their deposit.
8- Submission of offers
Application forms, written in French or in English, must be submitted in six (06) copies, one (01) original and five (5) copies marked as such under anonymous cover, sealed and sealed at the Market Service of the Ministry of Foreign Affairs.
