Re-drilling of Brgy. Olaes Pumping Station

1. The General Mariano Alvarez Water District (GMAWD). Through the GMAWD General Fund, intends to apply the sum of Five Million Three Hundred Thousand Pesos (a‚+/- 5, 300, 00.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Re-drilling of Brgy. Olaes Pumping Station / Contract No. 04 - 2018. Bids received in excess of the ABC shall be automatically rejected on bid opening.

2. The General Mariano Alvarez Water District (GMAWD) now invites bids for One (1) Unit of Drilling Project using Air Hammer Drilling Method up to 250 meters utilizing 250 mm nominal diameter casings. Includes provision of equipment, machinery, tools, labor, and transportation, including fuel for Generator set, power, air and water needs. Supply of Stainless steel screens, casings and other materials such as gravel packing (pebbles), gravel fill pipe, cement and grouting aggregates and other means necessary to complete all Works required to complete the Contract. Completion of the Works is required within Forty five days (45) Calendar Days from the issuance of the Notice to Proceed. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from GMA Water District and inspect the Bidding Documents at the address given below from 8:00 am to 5:00pm.

5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Ten Thousand Pesos (Php 10, 000.00).

6. GMAWD intends to limit the Pre-Bid Conference to Bidders who have purchased the Bidding Documents.

The GMA Water District will hold a Pre-Bid Conference on October 09, 2018 (Friday) 2:00 pm GMAWD Office Annex Building 3rd Floor. Block 4 Lot 1 Congressional Road, Barangay Poblacion 2, GMA, Cavite. The Pre-bid conference shall be open only to all interested parties who have purchased the Bidding Documents.



7. Bids must be delivered to the address below on or before October 23, 2018 (Tuesday), 1:00 pm GMAWD Office - Annex Building at its 3rd Floor. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.

8. A -œTWO ENVELOPE- system shall be adopted in the tendering. The first bid envelope shall contain the qualification & eligibility documents and technical proposal. The second envelope will contain the financial offer.

The GMA Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidders of the grounds for the GMAWD's action.
