Catholic Relief Services – United States Conference of Catholic Bishops (CRS) is an international non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons based on need, regardless of creed, ethnicity or nationality, CRS has operated in Nigeria since the year 2000 and has implemented different projects in 19 states of the federation.

More than 80 percent of livelihoods in the northeast depend on rain-fed agriculture both pastoral and crop cultivation). These livelihoods are being threatened by the ever decreasing quantity of and access to water. Climatic variability, Inadequate investment, poor water management and population growth have significantly reduced the amount of water available for productive use Insecurity, private acquisition of pastures, destruction of water Infrastructure by violent extremism and settlement on grazing lands have reduced access to existing water points. The resulting acute water needs have increased conflict and fueled violent extremism. Limited productive skills, poor marketing infrastructure and lack of appropriate technology has further reduced livelihood options. To compound the situation, herders and farmers lack access to credit and are unable to manage emergencies such as disease outbreaks that destroy their coping mechanisms and asset-base.

By this invitation to tender, CRS invites qualified Applicants with relevant past experience in conducting livelihoods and labour market assessments targeting youth in Northeast Nigeria to submit applications.

The Water for Agriculture (WFA) project is a 3 year, 8 million-dollar program generously financed by the United States Agency for International Development (USAID). WFA will contribute to strengthening the resilience of farmers and herders in the insurgency-affected northeast Nigeria states of Borno, Adamawa, and Yobe. The program will target areas that are accessible and secure and where the environment is most favorable for recovery and resilience programming.

WFA will target at least 50, 000 livestock herders and 4, 000 smallholder farmers across Local
Government Areas (LGAs) – Jakusko and Bursary in Yobe State: Kaga, Biu and Kwaya Kusar in Borno State, and Gombi and Mayo Belwa in Adamawa State WFA will improve access to water for smallholder farmers and livestock herders while strengthening water governance and improving their farm and livestock productivity through proven market-driven approaches.

Program Objective (Impact): Contribute to increasing agricultural production and income among smallholder farmers and livestock herders in Borno, Adamawa and Yobe states of northeast Nigeria.

Purpose: Herders and smallholder farmers have access to adequate and sustainable water supply as well as improved farming & livestock productivity; and target communities and local government institutions have the capacity to manage, operate & maintain water infrastructure and sources

Outcome: Target communities have improved agricultural productivity and income
