Brief Description:



The project consists of Supply and Delivery of Construction Materials for the Repair and Rehabilitation of Luna Municipal Road (Centr 3 and Lalog 1, Luna, Isabela). Please refer to Section VI. Schedule of Requirements of the Philippine Bidding Documents hereto attached for the itemized list of materials needed for this project.



Bidding will be conducted through open competitive bidding using the non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulation (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-. Bids received in excess of the ABC shall be automatically rejected at bid opening.



Bidding is restricted to Filipino citizens - sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belongs to citizens of the Republic of the Philippines, and to citizens of the Organizations of a country where the law or regulations of which grant similar rights or privileges to Filipino Citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.



Interested bidders may obtain further information from the Municipal Government of Luna, Isabela through its Bids and Awards Committee (BAC) and inspect the Bidding Documents during office hours from 8:00 a.m. to 5:00 p.m., Municipal Compound, Centro 2, Luna, Isabela.



The schedule of BAC activities is listed, as follows:



1. Issuance of Bidding Documents:During office hours from July 16 to 23, 2018..

2. Pre-bid Conference:July 25, 2018 - 10:00 a.m.

3. Deadline of Submission and Opening of Bids:August 6, 2018 - 10:00 a.m., Conference Hall, Office of the Mayor, Municipal Compound, Centro 2, Luna, Isabela.



The documents required for the eligibility checking shall be submitted as part of the Technical Documents/Proposal of the Bidders as provided in the Section 2., Instruction to Bidders, Clause 12.1, of the Philippine Bidding Documents.



A complete set of Bidding Documents will be available to prospective bidders upon payment of a non-refundable amount of Five Thousand Pesos (Php5, 000.00) to the Municipal Treasurer of LGU-Luna, Isabela.



The Bid must be delivered to the address and data above-stated. All bids must be accomplished by a bid security in any of the acceptable forms as specified in the Section 2., Instruction to Bidders, Clause 18.1, of the Philippine Bidding Documents.



A bid must be opened in the presence of a bidder-s representative who chooses to attend at the above-stated time and address. Late bids shall not be accepted.



All required documents shall be tag in accordance with the sequence. Failure to comply shall be automatically disqualified.



The Municipal Government of Luna, Isabela reserves the right to accept or reject any bid, to annul the bidding process, and to reject any or all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidder or bidders.



Furthermore, the Municipal Government of Luna, Isabela assumes no responsibility for whatsoever to compensate or indemnify for any expenses or losses incurred in the preparation and submission of bid.
