Submitting a proposal in response to this RFP constitutes an acceptance of the terms indicated herein and of the terms of each of these documents, including the Global Fund Terms and Conditions of Purchase of Goods and Services, and the Global Fund reserves the right to reject the proposal of any entity, as the case may be, that fails or refuses to comply with, or accept, such terms.

4. This RFP shall not be construed as a contract or a commitment of any kind. This RFP in no way obligates the Global Fund to award a contract, nor does it commit the Global Fund to pay any costs or expenses incurred in the preparation or submission of proposals.

The Global Fund Sourcing Application

1. For audit and efficiency purposes, this RFP process is being managed electronically, and bidders are required to submit their proposals in the following URL for Sourcing Application: https://access.theglobalfund.org/.

2. Please use the attached Guidance Notes - “SUPPLIER INSTRUCTION - How to respond to a Request For Quotation (RFQ-s)”. In the event that you do not have a Supplier Id in TGF Sourcing Application, please send an email with sufficient notice to Manon.vanRijswijk@theglobalfund.org.

3. Proposals must be submitted in TGF Sourcing Application and received by the Global Fund by the RFP Closing Time and at the RFP Closing Date, all as indicated in the above RFP Information Table. Proposals for partial services and/or separate categories will be considered but must be specifically stated in the Bidders- submission.

4. Unless otherwise indicated, proposals shall be submitted in pdf and should be divided in two separate folders, one containing your cost proposal and one containing your technical proposal.

Glossary of Terms
Antiretroviral (ARVs) Pharmaceutical products for treatment and prevention of HIV
(prevention of mother-to-child transmission, pre-exposure prophylaxis, where indicated and
post-exposure prophylaxis).
Anti-malarial pharmaceutical products Pharmaceutical products for curative treatment
and for prophylaxis of malaria
Anti-Tuberculosis pharmaceutical products Pharmaceutical products for curative
treatment and prophylaxis of tuberculosis. Injectable diagnostics agents e.g. tuberculin,
purified protein derivatives should be considered under this category.
CIPAC: Collaborative International Pesticides Analytical Council.
Diagnostic Products: all durable and non-durable in vitro diagnostics (IVDs), imaging
equipment and microscopes used in Global Fund-financed programs for diagnosis, screening,
surveillance or monitoring purposes.
Expert Review Panel (ERP): a panel of technical experts independent of the Global Fund
which, in accordance with its terms of reference and under the oversight of WHO, analyzes the
potential risks and benefits of Health Products and advises the Global Fund on use of Grant
Funds for procurement for a time-limited period.

Global Drug Facility (GDF): a procurement arm of the Stop TB Partnership hosted by UNOPS
with the mandate to supply anti-tuberculosis medicines and diagnostic products to countries
and clients for the diagnosis and treatment of all forms of tuberculosis.
Health products includes: (i) pharmaceutical products; (ii) durable and non-durable in-vitro
diagnostic products, microscopes and imaging equipment; (iii) vector control products; and
(iv) consumable/single-use health products (including condoms, insecticides, therapeutic
nutritional support, general laboratory items and injection syringes), which are financed out
of the grant funds.
ICH: International Council for Harmonisation of Technical Requirements for
Pharmaceuticals for Human Use
IMDRF: International Medical Device Regulators Forum
In Vitro Diagnostic Product (IVD) medical device: a medical device, whether used alone or in
combination with other devices, intended by the Manufacturer for in vitro examination of specimens
derived from the human body solely or principally to provide information for diagnostic, monitoring or
compatibility purposes including, reagents, calibrators, control materials, specimen receptacles,
software, and related instruments, apparatus and other articles5.
IRS: Insecticides for Indoor Residual Spraying.
ISO: International Organization for Standardization
Incident: Is where a shipment deviates in any way from the schedule service, for example
but not limited to shipments- temperature excursions, routing changes, service level changes.
LLINs: Long-Lasting Insecticide treated Nets. (LLIN also refers in this RFP to other
Insecticide Treated Nets (ITNs) that are not necessary “long lasting”)

International Partner: A Partner Organization is a United Nations system organization, a

Pooled Procurement Mechanism (PPM): a program managed by the Global Fund that
aggregates order volumes on behalf of participating Principal Recipients of Global Fund grant
funding in order to negotiate best prices and delivery conditions with FPP Panel

PR or Principal Recipient: Entity nominated to implement a program designed to utilize
Global Fund grant funds to fight against the diseases of HIV/AIDS, tuberculosis and/or
malaria, including strengthening of related health systems, in a country.
Quality Assurance Policy: As defined in Section III.
Quality assurance is the totality of the arrangements to ensure that health products are of
the quality required for their intended use, including quality monitoring.
Quality control is part of quality monitoring and includes all measures taken, including the
setting of specifications, sampling, testing and analytical clearance, to ensure that health products
conform to established specifications.
Rapid Diagnostic Tests (RDT). An immunochromatographic lateral flow devices for the detection of
specific antigen/antibody and designed to provides a result timely enough to inform immediate
treatment (e.g. within 60 minutes).
