Assignment Description

Analysis of the most recent Ethiopia Socioeconomic Survey finds that women have lower levels of access to agricultural extension services than men, and this gap in access contributes to the gender gap in agricultural productivity. The World Banks Africa Region Gender Innovation Lab (WB research team, henceforth) plans to conduct qualitative research examining agricultural extension practices, and the diffusion of agriculture and nutrition information. This qualitative research will be embedded in an impact evaluation of video-based agricultural extension for the dissemination of nutrition sensitive agriculture information. The complementary qualitative research will shed light on both how women and men make decisions about participation in the video-based extension trainings, and how they make sense of and act upon the information they receive. The qualitative research will also be designed to look for unintended consequences that might result, such as changes in decision-making power within the household, or new relationships or networks that form.

The WB research team is seeking to contract a research firm with extensive qualitative experience that will carry out 2 rounds of qualitative research, conducted by 4 research assistants, in 6 kebeles in Ethiopia across the Amhara and Oromia Regions. The data will be collected in a phased manner based on the roll-out of video-based extension trainings between approximately May to December 2020. Data collection activities will include 12 observations, 120 semi-structured interviews, and 18 focus group discussions. The firm will be responsible for:

Activity 1: Recruiting 8 RAs for training and hiring the 4 most skilled RAs at the end of training
Activity 2: Developing a research protocol detailing when, how, and by whom all data will be collected
Activity 3 Translating all data collection tools into Amharic and Afaan Oromo
Activity 4: Managing all data collection logistics including safety, transportation, and lodging
Activity 5: Conducting all qualitative data collection, with continuous supervision by the World Bank
Activity 6: Ensuring data quality and security
Activity 7: Transcribing audio recordings of interviews in English, and submitting comprehensive typed field notes in English for all observations
Activity 8: Producing draft and final data collection reports

Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) expertise in qualitative research; (ii) experience working in remote areas and/ or agricultural communities in Ethiopia; (iii) previous gender related work (iv) capacity to manage the logistics of fieldwork; (v) management with PhD or equivalent level training in qualitative methods; (vi) ability to recruit RAs with masters level or equivalent training in qualitative research methods. The expression of interest may include description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, demonstration of ability to recruit RAs, etc. This assignment is expected to be approximately 9 months beginning in April 2020.
