Tender Details

Tenders are invited for Purchase of a Tractor and the Establishment of Agricultural Projects in the Common of Nyambaka, Department of Vina, Region of Adamaoua.

Consistency of the services
The service subject of this invitation to tender is as follows:

Acquisition of a complete tractor with accessories;
The realization of the following agricultural projects
Maize growing on 10 hectares;
Cassava growing on 10 hectares;
Potato culture on 05 hectares;
Establishment of an improved mango tree orchard on 4 hectares;
Setting up a mushroom;
Realization of 04 tanks for fish ponds above ground;
Realization of a pastoral drilling with solar energy with castle and trough.

Financing
The services that are the subject of this call for tender are financed by the Investment Budget of the Ministry of Decentralization and Local Development, 2019, for an estimated cost of one hundred million (100, 000, 000).

8. Consultation of the file

9. Acquisition of the file
The bidding documents can be obtained at the Technical Department of Nyambaka City Hall from
publication of this notice, upon presentation of a receipt of payment to the Nyambaka municipal revenue of a non-refundable sum of seventy-five thousand (75, 000) CFA francs at the cost of the purchase of the file.

10. Submission of bids
The documents constituting the offer will be divided into three volumes hereafter, contained in a sealed and sealed envelope of which:

Envelope A containing Administrative Pieces (Volume 1);
Envelope B containing the Technical Offer (Volume 2);
The envelope C containing the financial offer (Volume 3).

11. Provisional bond
Each tenderer must attach to his administrative documents a tendering security (in accordance with the model annexed thereto ) drawn up by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, in the amount of of 2 million (2 000 000 FCFA) and valid for thirty (30) days beyond the date of validity of the offers.

12. Admissibility of tenders
On pain of rejection of the offer, the other administrative documents required must be produced in originals and / or certified true copies by the issuing service or an administrative authority, in accordance with the stipulations of the Supplementary Regulations of the Invitation to Tender.

14. Evaluation criteria
The evaluation of the offers will be done in (03) three stages:

1st step : verification of the conformity of the administrative file of each tenderer;
2nd step : Technical evaluation of administratively compliant offers;
Step 3 : verification of the financial offers of companies whose offers have been recognized as technically qualified and administratively compliant. The evaluation criteria for the offers are as follows:

Eliminating Criteria
The eliminatory criteria are as follows:

1- Absence of an administrative document or persistent non-conformity of an administrative document, after the exhaustion of the regulatory deadlines granted;
2- False declaration or falsified or scanned document;
3- Lack of a quantified price or the description of a proposed unit price that does not comply with the specifications of the CCTP;
4- Technical score below 70% of essential criteria.

On pain of rejection, the bid bond and the bank debit confirmation must be produced in originals, the other documents in original or certified copies. These administrative justifications must be at least three (03) months old and must conform to the models.

Essential criteria
The criteria relating to the qualification of the candidates will be indicative:

4- Company reference;
5- Staff of technical supervision on the building site;
6- Materials essential to the realization of the works;
7- Technical proposal: existence of a methodology (organization chart of the company, organization and methodology of execution of the works, plan of execution of works, provisions for the protection of the environment, health and safety of the construction site).

NB : Only bidders who have obtained 80% of yes to the teclimque evaluation will be admitted to the analysis of the financial offer.
