To participate in the procedure for requesting price proposals, legal entities or individuals, including individual entrepreneurs, are allowed, except for cases of limiting the participation provided for in paragraph 3 of Article 14, subparagraph 2.1 of paragraph 2 of Article 5, articles 16 and 31 of the Law of the Republic of Belarus from 13.07.2012 N 419-Z "On public procurement of goods (works, services)", paragraphs 11 and 12 of the annex to this Law, as well as subparagraph 1.18. Decree of the President of the Republic of Belarus of December 31, 2013 No. 590 "On some issues of public procurement of goods (works, services)." To confirm mthe participant submits a cover letter with a statement that he is: - not included in the list of suppliers (contractors, performers) temporarily not allowed to participate in public procurement procedures; - is not an expert in the public procurement procedureto the organization or holding of which it is involved for consultations and (or) obtaining opinions on the review, evaluation and comparison of proposals; - did not provide the customer with services for organizing the ongoing public procurement procedure; - is not in the process of liquidation, reorganization, forindividual entrepreneur - in the stage of termination of activities (with the exception of a legal entity to which another legal entity joins); - is not recognized, in the order established by the legislation, economically insolvent (bankrupts), with the exception of a legal entity that findsin the sanitation procedure; - is not the supplier (contractor, executor), the contract with which is terminated by agreement of the parties, - in the procedure of state procurement of goods (work, services), which was the subject of the contract terminated; - not included in accordance with the Decree of the President of the Republic of BelArus on October 23, 2012 № 488 "On some measures to prevent illegal minimization of amounts of tax liabilities" in the register of commercial organizations and individual entrepreneurs with an increased risk of committing offenses in the economic sphere.
