Participants can be legal or natural persons, including individual entrepreneurs, with the exception of persons specified in part three of Article 14 of the Law of the Republic of Belarus "On State Procurement of Goods (Work, Services)", and also subjects of the enterprise are not allowed to participate in public procurement proceduresactivities included in accordance with the Decree of the President of the Republic of Belarus of October 23, 2012 No. 488 "On Some Measures to Prevent Illegal Minimization of the Amounts of Tax Obligations". The preferential adjustment is applied to the price of the participant's offer in the amount of: - 15 percent- if the participant offers goods (works, services) of the origin of the Republic of Belarus and (or) countries to which the national regime is granted in the Republic of Belarus in accordance with the international treaties of the Republic of Belarus; - 25 percent - in case of the offer of goods (slavefrom, services) of own production of organizations in which the number of disabled people is at least 50 percent of the number of employees. The preferential amendment does not apply to a part of the goods (works, services) being the subject of procurement, including its lot (part); goods(works, services) being the subject of public procurement, in case of submission of proposals only by participants entitled to apply a preferential amendment. The participant is obliged at the statement in the first section of the offer on the right to application of the preferential amendment to the price of the preAccording to the legislation, submit in the second section documents from which it is possible to unambiguously establish the country of origin of the goods. Such documents are: for the delivery of goods - a certificate of origin of the goods form CT-1 or a certificate of own production, issuethe Belarusian Chamber of Commerce and Industry, the unitary enterprises of the Belarusian Chamber of Commerce and Industry, their representations and branches, or other similar documents issued by the competent authorities of the Republic of Kazakhstan and the Russian Federation.
