Tender Details

Tenders are invited for Puhovichi Solid Waste Project Implementation Unit (PIU) Support and Construction Supervision.

The Government of Belarus on behalf of the Minsk Oblast and a new regional solid waste company EKOVTORSNAB (the Company) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance for Puhovichi Solid Waste (the Project). The aim of the Project is to finance an upgrade of the solid waste management system in the Puhovichi and Cherven Districts through: i) construction of an EU compliant landfill, ii) a waste sorting facility, and iii) vehicles and equipment for improvement of the waste collection system.

Assignment Description:

The Client now intends to engage an experienced company (the Consultant) to assist in implementation of the Project, including project and financial management systems, environmental, health and safety and social management systems, preparation of tender documents, evaluation and contract supervision (the Assignment) on the basis of the Consultancy Procurement Document (CPD) in attachment.

The expected outcome of the Assignment is to ensure timely and successful implementation of the Project and that all related goods and works are procured in compliance with the EBRD-s PP&R.

Consultant Selection Procedure: Single stage open competitive selection

Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Cost Estimate for the Assignment: EUR 611, 000 ( exclusive of VAT).

Funding Source: It is anticipated that the contract will be financed by the EBRD-s Shareholder Special Fund (SSF). Selection and contracting is subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant's country of origin.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected, the consultant shall submit a Response in accordance with the CPD.
