Tender Details

Tenders are invited for Psychological First Aid (PFA) Training Consultant (Support to MEHE), Two Months, Lebanon Beirut.

In partnership with UNICEF, MEHE has also been working to mainstream Child Protection into the Education sector in line with the National Standard Operating Procedures for the Protection of Children in Lebanon and in collaboration with other line ministries, namely the Ministry of Social Affairs. A “Policy for the Protection of students in the school environment” with related referral mechanisms were launched in May 2018. The Policy has been instrumental in defining the role of the Ministry of Education in creating a protective environment for children in school settings, preventing and mitigating risks of violence and defined key roles and responsibilities of ministry staff including the teaching body in responding to incidences of violence identified in the school setting. In 2017, the roll-out process of the CP policy started and included capacity building of second shift public school counselors and DOPS coaches, sensitization of school directors, supervisors and other relevant staff in 20 pilot schools. In this regard and as part of the capacity building component, PFA was identified as a need to enhance the skills of DOPS counsellors who are facing major challenges in dealing everyday with traumatized and emotionally distressed children affected by the Syrian crisis. It will also be for the sake of all children and adolescents accessing the public schools in Lebanon in our unstable context.

The main objectives of the training will be as follow:

· Provide comprehensive knowledge and principals on PFA including the understanding of the basic principles of ethics and increase behaviors that abide by these principles.

· Understand the concepts: Mental Health and Mental wellbeing; Trauma, Post Traumatic Stress Disorder, Depression, Anxiety, Psychological first aid.

· Understand how to provide PFA

· Enhance communication skills

· Master the administration of screening tools aiming at identifying children suffering from psychological or mental health problems

· Learn how to facilitate a PFA training

How can you make a difference?

Under the overall supervision and guidance of UNICEF and with the support of DOPS Department Director, and in close coordination with UNICEF Child Protection consultant seconded to the MEHE by UNICEF to support in Operationalizing the Child Protection Policy, you will need to provide a PFA TOT training in Arabic to DOPS counsellors to be followed with onsite coaching during the trainings roll-out.

The total duration of the training will be three days with an average of 40 participants. Following the TOT training, participants will benefit from a close support and on-site coaching during the roll-out of the training.

To qualify as an advocate for every child you will have…

· A Master-s in social work, psychology or equivalent; PhD is a plus

· 5 years of experience in child protection programmes including experience in psychological interventions in emergency setting. Experience in humanitarian context is a plus

· Relevant experience in dealing with humanitarian needs and/or interacting with vulnerable children and families

· Experience in dealing with difficult situations and psychological stress resulting from them

· 5 years of training experience include provision of TOT trainings

· Strong facilitation and organizational skills

· Previous attendance of a “Psychological First Aid” training of trainer

· Experience in Lebanese public sector and in intergovernmental/ non-governmental organizations is desirable

· Excellent communication skills

· Fluency in Arabic and English and capacity to deliver the training in Arabic

· Strong integrity and ethical standards; and commitment to children-s rights

· Ability to work under pressure and in emergency

· Ability to work individually and within a team

· Computers skills (word, excel, data entry)

Upon recruitment, the consultant will have to commit to the proposed days set by UNICEF and the Ministry of Education and Higher Education noting that the TOT will be conducted in Beirut area. However, when it comes to the coaching, the consultant will have to be able to commit to be able to travel and provide the support onsite within the different governorates of Lebanon. The consultant will be reporting directly to the UNICEF Child Protection Specialist under the overall guidance of the DOPS department director.
