EXPRESSION OF INTEREST FOR PRE-QUALIFICATION OF VENDORS IN CATEGORIES OF SUPPLY OF GOODS, WORKS & SERVICES FOR 2020 AND 2021

Background

SFH is a non-profit corporation, established in 2012 under the laws of Rwanda. SFH is organized exclusively for educational and scientific purposes, with a primary focus on public health. No profits or dividends from SFH’s activities are distributed to any person or entity.

Population Services International (PSI), in coordination with the Government of Rwanda through the Ministry of Health, and with funding support from USAID, commenced the process of creating Society for Family Health (SFH) Rwanda, P.O Box.3040, Kigali that is currently located on King Faisal Hospital Road, Kacyiru; Opposite Radio Voice of Hope, House #2 on Plot 99, KG543 Street is a Rwandan social marketing organization.

The shortlist of firms, individual and Consultants will give first consideration to those individuals/ companies expressing interest which possess the relevant qualifications and experience, considered.

The criteria for shortlisting are as follows:

Experience in similar assignments with proof
Legal documents submitted
Availability of qualified staff/ equipment where required
I. OBJECTIVES OF EXPRESSION OF INTEREST

SFH Rwanda wishes to establish a database of pre-qualified suppliers and service providers and hereby invites National vendors, and service providers to express their interest. The purpose of this expression of interest is to pre-qualify the vendors and service providers that will do business in the period of 2020 and 2021.

Bidders should indicate the LOT(S) and should provide a statement of capability and experience indicating that they are eligible to participate in this invitation.

II. CATEGORIES OF PROCUREMENT TO EXPRESS INTEREST ON

Lot 22: Provision of Training Consultancy (Under mentorship, Business and Entrepreneurship, Leadership and Career Development training……).

Only pre-qualified companies will be invited to bid for goods and services falling under the above-mentioned categories. Interested companies should submit the following documents:

III. COMPANIES SHOULD SUBMIT THE FOLLOWING DOCUMENTATION REQUIRED FOR EOI:

Company profile with a clear physical address and Contact address (Telephone number, email address, physical address)
Business Registration Certificate/ Trade license in that field;
TIN/ VAT Registration Certificate;
Valid Tax clearance certificate from Rwanda Revenue Authority.
RURA Transportation authorization for (Transport services).
At least three (3) references of similar service/Supply of goods executed proven by certificates of good completion
Copies of Contracts or Local Purchase Orders as Proof of service or supply or works done.
Additional consideration will be given to those vendors who attach a list of items and brochures or pictures of the items available for procurement.
Proof of registration with a relevant professional body (if applicable);
CVs of Staff on the technical requirements (where applicable)
IV. GENERAL TERMS AND CONDITIONS

SFH Rwanda Rwanda reserves the right to reject any and all Expressions of Interest not fulfilling requirements associated with this request. SFH Rwanda will in no case be responsible or liable for any and all costs associated with the preparation and submission of Expressions of Interest.

SFH shall be free to:

To accept the whole, or part only, of any EOI;
To accept none of the Expression of Interest tendered;
To republish this Request for Expression of Interest;
In the event of not accepting any of the Expression of Interest received on foot of this Request for EOI, SFH shall be free to make such arrangements as it considers necessary in relation to the provision of the services;
SFH does not bind itself to accept the lowest priced tender;
SFH reserves the right to engage other companies/consultants if required;
The EOI shall maintain strict confidentiality in relation to the services being sought and the evaluation process;
Any subsequent contract shall be considered as a contract made in Rwanda, according to Rwanda law; and
Efficient use of its resources for the procurement of supplies, services, and works in order to obtain the best value for money without compromising on quality and standards;
Integration of sustainability and ethical standards into its procurement process;
Compliance with Institutional Donors procurement standards.
V. VALIDITY OF PRE-QUALIFICATION

Once selected into the SFH database, the Supplier list shall be valid for a period of 2 years: 2020 to 2021.

VI. CONFLICT OF INTEREST.

Any conflict of interest involving an applicant must be fully disclosed to SFH. Failure to disclose a conflict may disqualify an applicant or invalidate an award of the contract. Applicants are required to declare any current or past work which might reasonably be considered to represent a conflict of interest. It will be for SFH to decide if any material conflict of interest exists and applicants in doubt in this regard should seek the advice of SFH.

VII. INTELLECTUAL PROPERTY

Any concepts, guidelines or other material developed during the contract will be considered as a property of SFH and may be used by SFH.

VIII. SUBMISSION OF EXPRESSION OF INTERESTS (EOI)

SFH Procurement policy lays out the required procurement procedures to ensure that supplies, services, and works are purchased following the principles of open, fair and transparent competition that are efficient and economical.

IX. HOW TO APPLY

All interested and qualified companies should submit well-typed and presented Expressions of interest Documents with the title of Choice enclosed in sealed envelopes and addressed to Executive Director, SFH Rwanda, Kacyiru, not later than by 31st January 2020 at 10h00am.

Alternatively, the Expression of Interest should be submitted by email to procurement@sfhrwanda.org with a copy to clearly indicating the services/goods in the subject heading.

Demonstrable experience and Value for Money (VFM) will be key considerations in evaluating proposals submitted. Only suitably qualified companies’ resident in Rwanda will be considered. Any questions regarding this EOI should be directed to procurement@sfhrwanda.org
