Expression of Interest are invited for Provision of Technical Assistance for the Evaluation and Updating of the ETAP Environmental and Social Management System (ESMS).
1.The Tunisian Enterprise of Petroleum Activities (ETAP) is a non-administrative public enterprise created in 1972 to allow the State to strengthen its control and participation in oil activities. The industrial and commercial company is responsible for the management of oil and gas exploration and production activities. ETAP took out a loan with the ADB in 2010 to finance part of its quotain the investments of the Hasdrubal concession. As part of this project, ETAP is committed to setting up an Environmental and Social Management System (ESMS) to identify and manage the environmental and social risks and impacts of its various projects. In addition to the environmental and social policy of ETAP, the ESMS includes environmental and social risk analysis, management and monitoring procedures.
In 2015, ETAP provided a second AfDB credit for the Nawara project and relied on its ESMS to ensure that environmental and social aspects of the project were taken into account and monitored in addition to the project. the implementation of the specific measures identified in the environmental and social studies approved by the ANPE.
In order to reinforce the system in place, ETAP has asked AfDB to assist financially and technically in updating the ESMS and environmental and social monitoring of the Nawara project by recruiting a local consultant. The duration of the consultancy service has been estimated at 4 months during which the consultant will be based at ETAP headquarters in Tunis .
2. The African Development Bank invites individual consultants to indicate their interest for the following mission: Provision of technical assistance for the evaluation and updating of the ETAP Environmental and Social Management System (ESMS)
3. Services to be provided as part of the mission include:
- Updating of the environmental and social policy if necessary and evaluation of the managerial commitment with respect to the environmental and social aspects,
- Assessment of ETAP's compliance with environmental and social commitments according to Tunisian laws and regulations and ADB policies, in projects where it is an operator
- Evaluation of the level of compliance monitoring of operators with respect to environmental and social commitments according to Tunisian laws and regulations and ADB policies, and in concessions where it is a partner
- Update of E & S monitoring procedures
- Updating objectives and indicators to assess environmental and social performance in ETAP projects. These indicators must be precise and measurable by specifying their frequencies, necessary resources and improvement measures.
- The development of an Environmental and Social Management System (ESMS) taking into consideration the nature of the projects and the role played by ETAP in these projects.
- Assessment of the human, technical and financial needs for the implementation of the ESMS and the proposal of the appropriate organization.
4. The Regional Office for North Africa invites individual consultants to indicate their interest in providing the services described above. Interested consultants should provide information on their qualifications and experience demonstrating their ability to carry out this assignment (documents, references to similar services, experience of similar missions, etc.).
5. The eligibility criteria, the establishment of a shortlist and the selection procedures are in line with the procedures followed by the Bank for the acquisition of advisory services financed from the administrative or capital expenditure budget. Please note that the interest expressed by a consultant does not imply any obligation on the part of the Bank to include it in the shortlist.
6. The estimated duration of services is four months (04 months) and the estimated start date is December 1, 2018.
