Tenders are invited for Provision of Marine Meteorological Office Building at NPA Pilot District, Warri.


GENERAL ELIGIBILITY REQUIREMENTS:
I. Evidence of Certificate of incorporation with the Corporate Affairs Commission (CAC) including Certified True Copy of Form CAC 07 and CAC 02
II. Evidence of Company’s VAT Registration with Tax Identification Number (TIN)
III. Company’s current Tax Clearance Certificate for the last three (3) years (2016, 2017 and 2018) valid till December 31, 2019 Abuja.
IV. Evidence of Certificate of compliance from PENCOM in accordance with the Pension Reform Act 2004 valid till December 31, 2019
V. Evidence of Certificate of Contribution to Nigeria Social Insurance Trust Fund (NSITF) valid till December 31, 2019
VI. Evidence of Certificate of Contribution to the Industrial Training Fund (ITF)valid till December 31, 2019
VII. Evidence of Registration on the database of Contractors, Suppliers and Service Providers with the Bureau of Public Procurement (BPP) valid till January 31, 2020
VIII. Company Profile stating registered office and functional contact address including e-mail address and telephone numbers))
IX. A sworn affidavit disclosing that no staff of Nigerian Meteorological Agency (NiMet:) or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder
X. A sworn affidavit confirming that the company is not in bankruptcy or receivership.
XI. A sworn affidavit confirming that no Director of the company has been convicted for financial fraud related offences in Nigeria or anywhere in the world.
XII. A sworn affidavit confirming that all information presented in its bid are true and correct in all particulars
XIII. Evidence of Company’s financial capability with infusion of Letter of:
a. Reference/evidence of support from a reputable Bank Indicating willingness to provide credit facility for the execution of the project when needed;
b. Company’s Audited Account for the last three (3) years 20162017 & 2018).
XIV. List of Plants/ Equipment with proof of Ownership/ Lease (where applicable)
XV. Company’s profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CARBON, etc.).
XVI. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Interim Valuation Certificates, Job Completion Certificates and Photographs of the Projects;
XVII. For Joint/Partnership, Memorandum of Understanding (MoU) should be provided all the eligibility requirements are compulsory for each JV partner).
XVIII. All documents for submission must be transmitted with a Covering/Forwarding letter on the Company’s Letter Head as it was registered by the Corporate Affairs Commission (CAC), Contact Address (ies), Telephone Number (preferably GSM No) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the company.

3. SPECIFIC REQUIREMENTS:
i. Companies bidding for Lot B3-B11 (Procurement of operational vehicles) must ensure that all applicable Customs and Excise duties have been paid on all vehicles to be so quotes for and must be supported by valid and verifiable Customs clearing documents.
ii. Companies bidding for supply and installation of Weather observation/monitoring equipment (Lots A1, A4, A5, A6, A7, and A15) must provide documentary evidence of being an Original Equipment Manufacturer (OEM) OR a Representative of the Original Equipment Manufacturer (OEM).

4. COLLECTION OF TENDER DOCUMENTS:
Prospective Bidders are requested to collect Bid Documents for the various lots from the Office of the Head of Procurement Unit 1st Floor, Main Building, NiMet Headquarters, National Weather Forecasting and Climate Research Centre, Bill Clinton Drive, Nnamdi Azikiwe
International Airport, Abuja from Mondays – Fridays between 9am 4pm daily upon presentation of evidence of payment of non-refundable tender fee of N25, 000 per lot. Payment shall be made in full to NiMet via Remita platform at any reputable commercial bank in Nigeria. After payment, bank tellers should be taken to NiMet Revenue Unit for issuance of official receipt for collection of bidding documents.

5. SUBMISSION OF TENDERS
Original and two (2) copies of the Technical and Financial bids are to be separately sealed in an envelope, clearly marked “technical” and “Financial bids while the two envelopes are to be further endorsed in a bigger envelope. All envelopes containing the bids must be addressed to
The Director General/CEO, Nigerian Meteorological Agency, National Weather Forecasting &
Climate Research Centre, Nnamdi Azikiwe International Airport, Abuja; and should bear the project name, lot number. The name of the contractor and telephone number should be clearly indicated on the reverse side of each envelope. The documents are to be dropped in the Tender Box at the Office of the Head of Procurement
1st Floor, Main Block, NiMet Headquarters, not later than 12:00 noon on November 04, 2019.

Any bid submitted after the closure of submission at 12:00 Noon of November 04, 2019 shall not be accepted and NIMet will not be held liable for misplaced or bids submitted at a wrong location

6. OPENING OF BIDS
The opening of tenders will take place immediately after closure of submission on November
04, 2019 in the presence of bidders’ representatives and members of the public who choose to attend at the Conference Room on 1 Floor, NiMet Headquarters, Bill Clinton Drive, Nnamdi Azikiwe International Airport, Abuja. All stakeholders are by this advertisement invited to the opening of bids.

8.0 GENERAL INFORMATION:
i. Tenders submitted after the 12:00 noon deadline of November 04, 2019 will not be accepted. Bids must be in English Language and duly signed by an official authorized by the bidder;
ii. Bids received (by courier/post) after deadline for submission would be returned un opened;
iii. Financial bids of the companies that are successful at the technical evaluation stage shall be opened for consideration for further procurement process. The date of the opening of financial bids shall be conveyed to successful bidders.
iv. All costs will be borne by the bidders;
v. All CAC, VAT, PENCOM, ITF, NSITF and Tax Clearance Certificate submitted shall be referred to security and other relevant Agencies for security and authentication
vi. This invitation shall not be construed to be a commitment or obligation on the part of NiMet for award of any form of contract to any respondent nor shall it entitle any Company submitting documents to claim an indemnity from NiMet
vii. NIMet also reserves the right to invoke the provisions of Section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability
