Tender Details

Expression of Interest are invited for Provision of Information Security Solutions for the African Development Bank.

1. The African Development Bank (the "AfDB" or the "Bank") hereby requests expressions of interest from eligible companies or groups of companies for the provision, installation, configuration, maintenance and support of the following information security solutions:

• S1 - Information Security Awareness and Training (Computer-Based Training);

• S2 - Privileged Access Management;

• S3 - Database Security; and

• S4 - Unstructured data Security.

2. Interested candidates must originate from one of the Bank’s member countries, the list of which is provided at www.afdb.org. They must be constituted in accordance with the legislation of an AfDB member country, with a majority of their capital held by nationals from a country that is a member of the Bank.

3. Interested candidates must demonstrate that they have the skills and capacity required for the successful provision of requested goods and services.

4. Interested candidates are requested to specify which solution(s) they are interested in providing.

5. Interested candidates must provide the following:

• The completed vendor response form; dated, signed; stamped with the seal of company;

• The articles of incorporation or registration of firm, memorandum of association (if available), information on the capital structure and legal status of the bidder;

• Proof of fulfillment of obligations relating to the payment of social security contributions, pension fund premiums, payment of taxes or similar legal statutory payments under the law of the country in which the candidate is established or where the contract is to be performed;



• Evidence of good financial standing, such as audited balance sheets, copies of financial statements or other documents to demonstrate financial performance for the past three years 2019, 2018, 2017 or the latest;

• Copy of partnership attestation from the solutions manufacturers specifying the purpose and level of partnership;

• Summary of relevant experience in the subject field during the last five (05) years, with documentary proof (list of contracts including the clients’ references, types of services provided, amounts and duration of the contracts).

6. The language of proposals and all correspondence is: English or French.

7. The qualification criteria are as follows:

• Be registered in a member country of the Bank;

• Be in good standing with fulfillment of obligations as stated above;

• Be in good financial standing;

• Be at relevant partnership level with the solution manufacturers to provide the requested goods and services;

• Have at least three (3) years of relevant experience in providing information security solutions.

8. Eligible candidates meeting the qualification criteria listed above are requested to send their Expression of interest by email to tender(8)afdb.org no later than 26 February 2020 at 3:00p.m., GMT, with the subject line indicating:

9. After reviewing the various Expressions of Interest received, the Bank plans to issue a Request for Proposal (RFP) per required solution to the preselected candidates.

10. The Bank reserves the right to modify, amend or cancel this request for expression of interest at any time during this process without any justification.

11. The Bank reserves the right to accept late Expressions of Interest.

12. At the conclusion of the procurement process, the Bank intends to conclude a contract -per required solution - with an initial duration of one (01) year with a renewal option for a maximum of five (5) years upon satisfactory performance.
