Tender Details

Tenders are invited for Provision of an Identity and Access Management Solution to the EUROCONTROL Maastricht UAC.

The Maastricht UAC is seeking tenders who can provide, in relation to the modernization of the MUAC Office Cloud Approach (MOCA) programme and the current MUAC ICT infrastructure, an Identity and Access management solution to the EUROCONTROL MUAC.

EUROCONTROL

The European Organisation for the Safety of Air Navigation (EUROCONTROL) was founded in 1960 by six States. It now has 41 Member States. EUROCONTROL‘s mission is to harmonise and integrate air navigation services in Europe, aiming at the creation of a uniform air traffic management (ATM) system for civil and military Users, in order to achieve the safe, secure, orderly, expeditious and economic flow of traffic throughout Europe, while minimising adverse environmental impact.

Maastricht Upper Area Control Centre (MUAC)

The Maastricht Upper Area Control Centre (MUAC) is part of the EUROCONTROL Agency and is tasked with the provision of Air Traffic Control (ATC) services to civil air traffic in the upper airspace over Belgium, Luxembourg, the Netherlands and the north-western part of Germany. A Deutsche Flugsicherung (DFS) unit is co-located at MUAC, controlling Operational Air Traffic (OAT) over North-West Germany.

MUAC requires the design and delivery of an Identity and Access Management (IAM) solution based on ForgeRock and NGINX products. ForgeRock and NGINX products are already in use today at MUAC.

The purpose is to provide web applications with a common protocol for authentication and coarse-grained authorization and to provide single-sign on to end-users.

The system will also participate in a federated access management model, both as Identity provider and service provider. The IAM will interface to internal and external users.

This CFT is based on the supply, installation and maintenance of software along with design and implementation consultancy for the following 3 Lots:

• Lot 1: Professional Services to provide expert support services, under tasking contract, for an Identity and Access Management (IAM) solution based on ForgeRock and NGINX products. Split into 2 subsections
(a) Initial Setup, Proof of Concept, Integration and Transfer to Maintenance
(b) Ongoing Lifecycle Support Services

• Lot 2: Split into two sub sections to be provided under supply contract:

(a) Uplift of current ForgeRock IAM software licences to meet the solution

(b) Continuation of ForgeRock IAM software licences beyond the current contract end date

• Lot 3: Split into two sub sections to be provided under supply contract:

(a) Uplift of current NGINX Reverse Proxy (RP) and Web Application Firewalls (WAF) software licences to meet the IAM solution

(b) Continuation of NGINX software licence subscriptions beyond the current contract end date
